It's not even that bad if you just have something like just a tarcreeper on board. The 1 damage isn't terribly impactful, it still has taunt and now you have a 4/4. Coin > Tarcreeper into this on the next turn isn't too shabby.
Actually this is a 3 mana 4/4 with nearly no drawback because on stream the minions unfroze immediately after the turn ended. So just attack with your minions on the board, then play this card and even though it freezes your minions, after your turn is over your minions are unfrozen. I think this card is actually a sleeper hit.

This ONLY works if your minions haven't attacked yet. If they attack they attack and then you freeze them they will stay frozen through your next turn. Freeze essentially blocks one round of attacks and at the end of the turn looks to see if the minion would have been able to attack. If the answer is yes, it unfreezes. If the answer is no then it stays frozen.
This would have been good if the other version of Snowfury Giant was true, the one that got cost reduction for minions Frozen. Hyldnir Frostrider's not bad, like in a Taunt-heavy deck or low minion count deck.

That 4 attack is the nightmare spot for priest. 4 for health is good, not nearly as good as 5 due to easiness of removal, but still good. Play this on curve with no minion and that's essentially no drawback. Play with a weak minion after he attacks. Play it in Shaman for freeze synergy with Moorabi. How can a card like that "suck"? It doesn't look like it does.
Solid card, very good in arena probably not good enough for constructed unless someone can make good use of frozen minions. If a slow deck really lacks 4 drops this card could work as a filler as well (but you probably still want a more meaningfull effect instead of the slightly higher stats)

Nice Anti Aggro-Tool! What do i care if my minions get frozen if i dont have any on the board, cause i was forced to trade them in...
Good stats, but not good enough to see play without additional synergy. I still don't see Freeze Shaman being a thing.
