Way to weak, the fact that its random makes this unplayable for standard, also 2 damage is not good enough. Bad mage spell which is good since mage spells needed some balancing for RNG get mage spells effects.
Good against the 3/2 statline but that's about it. Flamecannon deals 2 more damage for 1 mana and it not too common in Wild. you'd have to make serious use of the freeze synergy.
Flamecannon was able to deal with 1-3, sometimes even 4 mana drops; Breath of Sindragosa can barely if ever deal with a 2 drop, and the freeze effect is not something you even want on such a low cost minion if you can just remove it.
Lategame? with a random effect? nice try.

It's ok, it's pretty good with flamewaker in wild but the synergy in standard is a bit lacking.
