It's a permanent freeze for one Target if opponent can't deal with it. Will be a decent pick in arena as it's a 1 drop.

I've played a number of arena games where the freeze effect on an enemy through a Frost Elemental or Glacial Shard gave me the win. So it's not a horrible card. A continuous ability as long as this card is on the field is decent. This isn't really an on-turn card and more like a 4 mana freeze card with a continuous 2 mana 1 damage freeze.
This card is good for arena players that face mage because it is not a good card, even in arena. think about it... pinging to kill a minion isn't a bad value/tempo play because it isn't an ongoing investment, whereas freezing one minion this way is (meaning it will require 2 mana every turn you want to freeze it). There will also be many times where the mechanic will be irrelevant (because you'll ping something with 1 remaining health). So the way to play this would be to ping the healthier minion and hope to trade this with his 1-health minion.
because the statline is bad, it is not something you will want to play on curve; you would want at least 4 mana to play this. So you play it on turn 4 and ping/freeze the opponent's Chillwind Yeti then pass. They play a Druid of the Claw then pass. You've saved 4 face health but the opponent has a 4/4 and a 4/6, you have a 1/3 and no way to freeze both of his minions and 5 mana points to spend...
If you're in topdeck wars, it's more impactful than a lot of vanilla 2 drops, but not a card you would want to see more than a Stubborn Gastropod because it doesn't remove minions, it just delays the opponent without changing the board state (much like Ice Block, which most would agree is not a good arena card.)

You coin this on 1. How does your opponent deal with it? They have to spend frostbolt, fiery war axe, wrath, shadow word pain. Otherwise you get to freeze their 2 drop and so on and so on. Can really slow down midrange decks. Might find a home in a control mage. Mage also got a 3 cost 3/4 that draws if there is a frozen enemy so it adds even more synergy to freeze mage.
But arena mages have meteor, flamestrike and firelands portal. All they need to do is stall until turn 6 amd they have some of the best swing potential out there. In a recent arena run I had a sunwalker and a sea giant out against a loot hoarder and lost my entire board to ping, trade, meteor. Tell me more about how a damaged yeti and a druid of the Claw is a doomsday scenario for mage?
I might play this in my inspire mage deck, but I doubt anyone else will want it. If you compare this to Cone of Cold, the latter gets 3 pings and 3 freezes for 4 mana, whereas this guy gets 1 ping, 1 freeze, and 1 damage on a creature of your opponent's choice for 4 mana. If you're lucky, you get to throw in a second freeze the next turn (you can ping for 1 either way).
And that's comparing this minion to a card that never sees play.
This card is good. Like, really good, in the right deck. If it weren't an elemental it wouldn't be worth mentioning, but that tribal tag makes a huge difference.
And Pyros is actually worth crafting now! If you can't tell, I'm having a ton of fun with the new Jaina :D

Probably won't see much play, but it's an interesting effect.
One little change and this card would be OP and seriously broken. (If the effect permanently altered your Hero Power to freeze a minion).
The card is at least interesting.
Finally, a new Mage card I kind of like. Not bad. Mostly a stall, but still not bad.
Mage elemental synergy grows stronger. Nice card.

I like the idea but I really dont see why it couldnt be a 2/3 or even a 2/2. Only having 1 attack makes it have virtually zero board impact on curve.

You never really want to hero power, and the stats are terrible. Reminds me of that TGT card that made your hero power deal 1 extra.
This is good for elemental mage.
