This is a utility card, plain and simple. It's a 2 mana elemental that gives your Hero Power incredible utility and stalling power. It's flexible and your opponent has to deal with it or else it becomes a major pain later on. Will see play in Elemental Mage to stall before Frost Lich Jaina as a one-of at least.
The effect of this card is good but it costs 1 mana too much. That said, if this card was only 1 Mana this would be ridiculous because there would be very few cards that could reasonable contest this going from T1 into T2. Waraxe, Spells and N'zoths mate pulling Patches. This would be the ultimate stalling minion for the first few turns because Freeze is such a powerful effect. So unfortunately it suffer from too high of a cost right now. Rip a controlling 1 Mana drop in mage.

Stats kinda destroy this, as a 2/3 it would have seen play in elemental mage for sure. 1/3 statline doesnt trade with anything which makes the card unplayable on curve.

I just wanted to say more/give more context than just "this card is bad" because honestly, if it was just 1 Mana I'd say it would have the potential to be meta defining for control mages.

I don't see what kind of mage deck wants to use this. A tempo mage deck which would benefit from shutting down a minion doesn't really want to be hero powering, and a control mage or freeze mage doesn't want to play this minion which is easily removed just to freeze one thing?
Cryomage using Cryomancer and the new cards that do stuff if an enemy is frozen
I can see this being useful if not powerful in mid to late arena games, where board control is king. Being able to effectively remove a threat for 2 mana a turn can be powerful but only when you have the mana to spare.
Everywhere else though, I just don't see it. In constructed, the card's just not good enough. In arena, early to mid if you're using your hero power then you're just falling behind on board, freeze or no freeze. Without vanilla stats to back up, ie: being a 2/3 or 3/2, the card is just too weak. I'm voting bad.

didn't notice it's an elemental too! makes this card better even if you don't get value out of his effect you might get from elemental synergy.
Should be 2/3 but at least it'd be funny against pirate warrior.

Freezing Bittertide Hydra turn after turn, must feel good man
It's a permanent freeze for one Target if opponent can't deal with it. Will be a decent pick in arena as it's a edit: 2 drop.
