I agree, this is hard to judge. I would expect that the place where this card really shines is late game after you've played Frost Lich Jaina because it makes it more likely that you can whittle down an enemy with your hero power and summon one or more bonus Water Elementals. For that reason, it might not be worth running but could be a great pull from Servant of Kalimos.
It doesn't fall to pings and unlike Glacial Shard it can freeze multiple times.
It's a good 2 drop filler elemental, that's my judgement.
So i'd rate it: Almost good enough, if it didn't have the elemental tag it wouldn't make the cut in any half-real deck. But it's still decent to fill out curves to activate battlecries or freeze ping in the late game.

Let's say 1 mana for 1/3 body, so you are paying 1 additional mana for the freeze effect, except it's persistent and doesn't take up a separate card slot from the body (unlike say, shaman frost shock but this doesn't do the dmg). I'd say the card is slightly above the curve in terms of value. Oh and the elemental tag comes free
might see play because mage is getting both freeze and elemental synergy this expansion, but it seems a little weak considering the freeze elemental deck is a late game value deck not a tempo deck, so it does not care so much about this freeze, plus after playing the hero card you want to kill things with hero power, and this does not do that.

Just fill your deck with one drops, that is creative deck design, right?
This card probably won't be included in decks but it is a really good option to have when you play Servant of Kalimos. Just like Snowflipper Penguin which provides free +1/+1 to Zombeasts.
I feel that in most cases you'd rather play glacial shard to stall a big minion. Only because Ice Walker seems fairly easy to remove so in most cases you won't get to hero power with it very often. Obvs I could be wrong though.
Looks like a bad card in my opinion horrible stats with an effect that doesn't seem to be worth it. Freeze mage already has enough freeze cards and doesn't need this to succeed.

We've already seen Coldwraith, Moorabi, and that axe for Shaman, so clearly there's going to be multiple cards that rely on freezing things for their effect. This would set up to use that. Drop this, ping something, then you get a draw or a +2/+2 or something else like that.
If it costed one mana or had one more attack it would prob make people really upset but as it is: a 2 mana bad stated minion that can only get some value if you use hero power seems so bad.
Too poor stats, why would you want to spend 4 mana to deal 1 damage and freeze when you could just use Fireball or Polymorph and straight up get rid of your target? If it would have better stats you could say "because I get a minion and can follow up with a boardclear on the next turn", but as a 1/3 in a class without buffs it's just not significant enough.

You don't, that's not the point of the card, it fills out the curve and activates elemental synergy and it defends against weak minions early game, and late game holds off a big minion with a freeze while you push face in the late game, because sometimes you pick draw a weak minion later in the game, this sacrifices a tiny bit of early game power for some late-game usefulness.
Do you play Acolyte of pain? A lot of people do. tempo-wise that's a pretty danm awful card, worse than a 2 mana 1/3. This is a turn 2 mana 1/3 elemental.

Free to try and find a game, dealing cards for sorrow, cards for pain.

Mage was severely punished for being tier 1, anything useful this expansion.
