Great comprehensive analysis, just pointing out that also Arcane Intellect would be lost (and Acolyte can't be subbed for card draw either).
Not sure about Tirion being such a great target, essentially a 3 mana 3/3 with Divine Shield is just a cheaper Silvermoon Guardian. The sword isn't hugely relevant as your opponent can likely kill both Tirion and mini-me in the same turn anyway.
Or maybe a better way to look at it is that if Tirion survives a full turn undamaged, you're winning anyway and a 3 mana 3/3 isn't your best follow up in that case :).
I expect we will see some cards revealed that synergize well with this, but as it is I think this card could exist without the condition, and still only be semi-viable at best.
The problem with these 'if you have no other X-mana cards' effects is that there are very few effects worth giving up a whole mana slot for unless it's a 8-9-10 drop because you'd likely only have 1 card in that slot anyway.

Those are good points, but it's still a much better target than the majority of other cards. A 3/3 taunt divine shield is worth about 4 mana, and there's a small chance to get essentially an extra charge on your Ashbringer. Most importantly though, you'll get an extra Tirion when you play N'Zoth.
People can keep their 3-cost cards when constructing their deck and simply have Hemet, Jungle Hunter, zap any remaining ones out of their deck once they have their potential combo(s) ready. These two cards along with the other new prince will make for an interesting "package" to be included in decks that already have other strong suits.
This card isn't a build around me card, but if you ever run into a situation where you just don't have 3 drops for some reason, you can probably slot him in if you like the effect. Probably some kind of Ramp Druid, since their 3 drops rotate in the near future.
I'd say not running any 3 drops is a bit too drastic for just a mirage caller effect.

The "no n-drops" limitation is an interesting one, which constrainss your deck far more than the Reno/Kazakus/Raza "no duplicates" restriction. I wonder if part of the issue is an eye towards wild in which the card set is becoming so broad as to make "no duplicates" a far less meaningful restriction in that it's easy to find another card similar enough in power, cost, and effect to create a consistent deck.
On this one I agree; there are lots of 3-drop cards which are far too important to too many classes for this effect to pay for losing them.

This card is getting a lot of criticism but I think it's gonna be one that will be used more than you'd think. 3 drops can be important but if you can work around it a 3/3 copy of a lot of monsters would be a huge boon.
I think this work something like Reno, so theoreticlly, you CAN run three drops. You just need to draw them.
After sitting on it for a while I came to that conclusion too, and after thinking about it more I changed my vote from Dust it to playable. Worst case scenario you play him on curve vs. aggro, best case scenario, you are against another control late game and use him to copy a powerful minion along with another 7 gold cost play.... It's actually a tech card for control decks vs. control. if he were a 3/4 I would actually put him at very good, a tech card agaisnt control that doesn't really weaken your position much against aggro. (Edit: obviously you'd only play him in a deck where you do have a powerful minion that has some kind of effect (like Ysera or corrupted kobold, etc... Obviously a really powerful 7 drop would be ideal) Edit 2: In wild he could easily fit in a malygos Kun druid, much better that facless manipulator in a deck like that since in a pinch he can be played on curve, and you've drawn most of your cards by the time you get the combo.

Even WITHOUT the restriction on 3-mana cards it is hard to come up with a use for this card. That's not a good sign.

I guess it could see some usage in a handlock deck. It should be pretty neat paired up with good end of turn effects like Kabal Trafficker 's

I think this card can rise malygos druid again. Turn 10 Malygos + Innervate [/card] + this + 2x [card]moonfire = 22 damage. Seems good.

He would have been a much more interesting card if he also copied the battle cry.
