It is not bad, it is like Reno, a great reward for a big downside in deck build, Reno see play and this will too.
The reward isn't even that strong. If you build a deck like this, it will probably be a control deck that doesn't have a good 2 mana spot. They should already have more than enough value w/o this card.
Renolock in Wild? Only runs some of Doomsayer, Dirty Rat, Darkbomb and [card]Dark Peddler[/url]. They aren't critical to the deck, although getting +1/+1 to your minions isn't really that big of a bonus for renolock.
I really can't see this being played, but who knows what the set will bring.
It's an on-draw effect. Which means, the cards won't literally buff the cards from your deck, it will buff the card once you draw them (That's how the mechanic actually work, they might change it ?).
Makes sense. Then this card has some serious potential in Quest Hunter, not to mention Blizz pushing control on hunter again with the new hero card. HYPE!
Just don't forget that playing this card means foregoing playing two copies of Crackling Razormaw...
This is one of those cards you show a newer player and they lose their minds, but it isn't playable unfortunately. +1/+1 is a great bonus for a deck, but you can't play any other 2 drops meaning if you don't draw this bad boy, you likely lose the board quickly. That means this card is mostly just for control decks that don't actually care all that much about +1/+1 (not to mention that most have key cards to play on 2).
The class that can get away with no 2 cost cards is Shaman. You can run a Control list without Maelstrom or Jade Claws (in face Maelstrom is very poor atm without spellpower). You use double storm and double Volcano for AoE clear and so the Jade Claws are mostly unnecessary (there are very few 2 health minions that must die immediately so using Lightning Storm later is usually better anyway).
Getting +1+1 on all these minions won't even be that great though, after many experiments with Mistcaller it is clear the effect is not optimal to put in a deck. Still it was always somewhat amusing when you did get the Mistcaller effect off, so I think it can be okay for derping around now and again.
Oh hey look it's another Jungle Giants/Renounce Darkness/The Mistcaller effect! HA! Giving buffs to your deck is barely worth it WITHOUT conditions because of how you only get the addition one card at a time. I can't believe Blizzard would waste another legendary slot on stuff like this
This takes some serious deck warping to work out, and this card alone is not nearly worth that effort. The deck that comes closest to use it currently is probably Renolock, since that deck wants to tap on turn 2 mostly, but there are still some crucial 2-drops that deck needs like Doomsayer and Sunfury Protector.
Another deck that could use it is actually Quest Hunter, since it can just play two 1-drops on turn 2 instead, and this card is optimal with 1-drops. Secret Paladin also runs few 2-drops and could probably use this, but it's not a deck that benefits greatly from the effect.
Right now this probably just isn't good, but something could definitely come up in the future. Cards like Fire Fly do a great job of substituting for 2-drops.
The downside is probably too big. In Control I dont see any class who could run this without having to exclude some very essential tools (Fiery War Axeshadowword painWrathExecuteFrostbolt and so on). Shaman is currently not super dependent on 2 drops so there might be an opening here (although Devolve and Maelstrom Portal are pretty powerful tools). In Midrange and Aggro I see no way how any class could afford loosing their early game tempo cards. The concept is interesting though and I am intruiged whether we wil get more complementary cards.

Like, their only catch up mechanism. Buffs minions in deck, not hand as well.
Well egg decks would like it, don't have to kill your own egg. Hoping for new eggs.
What about in a zoolock where playing two one drops on turn two is ok and you can compensate for it with tap?
I like it for the clockwork dealer tavern brawl.
Other than that, I have no use for this card.

This is similar to the druid quest in one very bad way. What kills this card for me is the fact it does not buff the minions in your hand.
Ditching 2 drops also seems far to destructive.

If you didn't play mist caller, why would you play this card when it negates a curve in your deck
(And for the obvious reason that it was a shaman card.)
