You can still have 2-cost cards in your initial 30 card deck though. You just play it after you drew all of them. In a more midrange/control deck you wouldnt need to rely on good rng at the begginning or even at all, but if it did proc early or midgame its all bonus.
Im thinking 2x essentials like waraxe and sw pains and maybe 2x some other 2 mana minion. Thats just 4 cards.
There might be new draw mechanics too that pull specific types of cards which you can manipulate to pull your 2 cost cards like Sense Demons and Arcanologist and Tracking (which can also discard 2 drops from your deck if you need)
If you are playing control, and you have to draw half way through your deck before playing this guy then the bonus is seriously reduced. Even if half the cards you have left are creatures. It's not enough of a bonus to seriously help you do what you deck was designed to do, control things.

You can just cut your 2 drops and replace them with 1 and 3 drops. You either HP turn 2, play 2x 1 drops, coin a 3 drop or play keleseth if he's in your start hand. I laugh at everyone thinking he's bad, I expect him to be in every warlock and in most aggro/midrange minion heavy tempo decks.

I am tempted to craft this, I opened the hunter quest last expansion.....now that is currently unplayable.....but maybe with this it can become playable???......too bad I would have to give up the 2 cost adapt minion which freaking rules...

This would be true if the requirement was to only not have other 2 mana minions. As it is, being also prohibited from playing 2 cost spells and weapons is a big limitation for pretty much every deck except maybe zoo. Most decks these days play at minimum 4 essential two cost cards, many decks play much more than 4. Trading them all off for a card you'll draw on turn 2 on average maybe 30% of the time is a very bad deal.

You can't put this in a control deck. +1/+1 on your minions when you already outvalue them doesn't do anything.
Control Shaman for example has no 2 drops and a lot of taunts. Especially cheap taunts like Stonehill Defender could benefit greatly from this effect. A 4 manas 4/4 giving your minions in deck divine shield if you don't have any other cost 4 card in deck can open new possibilities.
Keleseth is bad because its a battlecry and not a passive effect. Seems like too much of a risk as you have to mulligan super for him and if you don't hit him you are at a big disadvantage.
In my opinion, prince keleseth may be very overpowered in a tempo/control midrange quest Hunter deck, in which you would run around 10 to 14 1 drops, the core 3 drops, prince keleseth and definitely deathstalker rexxar. I really think that this may make quest Hunter work, which is mainly due to the fact that it would be really overpowered in the early stages of the game and still potentially game winning after you have completed your quest.
Similarly, it may have a really good spot in many minion heavy decks that I think would be really overpowered with the coming of the new expansion. I really don't see how people are comparing it to mistcaller. Mistcaller wasn't viable because of the fact that it was 6 mana and too expensive and it was a class specific legendary, either hunter or shaman ( I don't remember), therefore it didn't have much potential.
Most importantly, there are over a hundred and twenty cards left to be revealed and there could be some specific cards that synergise with and heavily benefit from the use of Prince Keleseth. Many pro players and streamers were wrong about previous meta breakers in the previous expansions, like the rogue quests. Therefore, although I can't guarantee that this will be a meta defining card because of the quantity of cards revealed thus far, I can tell you that this would definitely be a really good card in many future decj archetypes.

I agree with some posters that this could potentially work in Hunter.
Looking at a current Ungoro midrange build, not many 2-drops: Crackling Razormaw - unfortunately an extremly good 2-drop; Dire Wolf Alpha - only in there to work with the 1-drops for trading, not a great card by itself; Kindly Grandmother - also really quite good; and Scavenging Hyena - only in there because of all the mini-minions. So that's a loss of 4 quite good cards.
In return Hunter can run the new legendary which turns your HP into a 2-mana Beast creator, plus the quest, when potentially all these 1-drops gain a lot of stats. Find some card draw (Cult Master?)... could work. There is at least a sketch of a deck.
I really like this kind of deck-buff mechanic (I had some moderate success with my The Mistcaller Shaman deck when it was part of Standard), so I can't wait to try him out. A must craft for me for sure.

Say what you want about this card, I love cards like these because they challenge how you build your deck. This card makes you leverage your lack of 2 drops with finding a good balance of 1 and 3 drops. Whether it is good or not is beside the point. It challenges you to find ways to make it work and I guarantee you people will be trying hard to make this work.
I find this one more and more appealing. If only there was a way to draw it more consistently.
That's why it will be mostly in warlock. They don't mind life tapping t2 anyway and they can draw 2 cards a turn thanks to their HP. That class also has no great 2 drops and few good spells so the buff isn't wasted.

If there are any more of the "if you have none of ______ in your deck" cards that hemet could become much better. He already combos well with reno.
