I wouldn't craft him, you'll regret that you did when he rotates out of standard, I'd just craft a nuetral legendary that'll see more play, or even better to craft a classic legendary that'll never rotate out Kappa.
Yes craft him. It's tier 1 legendary. It stays in standard for 1year, same as wickerflame which is a lot of time. Wickerflame cn be replaced with tar creeper. Ragnaros hardly

No you should not craft Ragnaros, Lightlord. You should craft one of these classic legendaries Tirion, Archmage Tony, Lord J. I would suggest Tirion since you seem to be interested in Pally. Anyways consider all of these cards instead of the lightlord:
You don't have the following cards:
Tirion Fordring- Has synergy with your N'zoth and is a classic card that is pretty much an auto include for nearly all pally
Archmage Antonidas- a decent classic legendary that is really fun and has good synergy with cards from the meta like the epic card primoridal glyph (i think is a strong enough card to craft one of them)
Lord Jaraxxus- strong classic card that is in a strong class (though it has lost its identity at the moment.)

The Caverns Below- this is the strongest quest card maybe stronger than Patches the Pirate and has nearly a 2 year shelf life.
Fire Plume's Heart-this is a decent quest card is fun and fairly stable. games are long and probably isn't best for laddering quickly.

Patches the Pirate- strongest card in the meta and the most hated. This 1/1 is worth the 1600 dust but you need to get some classic legendaries first that will strengthen your collection.
Finja, the Flying Star- A strong card in the meta has the same shelf life as your choice card but is a neutral card with a murloc tag.
Aya Blackpaw- kind of in the meta has the same shelf life as your choice but is an auto include in all jade decks. Also has synergy with your N'zoth
I think there are many better choices, generally tirion is better and will be useful longer, but right now I feel like lightlord is better. Close choice there, but I think there is most likely a better card than both.

i crafted finja a week ago and have not had an inkling of regret...crafted aya about two months before un'goro and, though i'm not using her as much currently, am very happy with the choice.
I crafted Lightlord and although he is a good card I wish I had just stuck to Forbidden Healing instead. Way more flexible and you get healing when you need it most, not late in a losing matchup
Happy Rag also rarely gets off more than one heal in matches I play against (don't own him myself), but he has pseudo-taunt. Pinging him can ruin someones day if they really need to heal their face next turn rather than 50% chance of him healing himself (pinging other minions works too).
I use Lay on Hands in my Paladin deck (don't have forbidden healing either), card draw is nice. Ivory Knight is a good replacement too, and you get to discover a useful spell sometimes (has big downside of discovering cheap spells that don't heal for enough). 4/4 body is handy vs. priest too.
EDIT: Wickerflame seems mediocre in this meta (I only get him from discover off of Stonehill Defender though, and he has been useful), unless you Spikeridged Steed him (which is really good). Stonehill Defender is probably better than Wickerflame and Happy Rag for me :)

until 2018. You can build murloc pally (not midrange) w/o him. Crafting a card for almost a half of year isn't good imho.

It'll stay in standard for another year which is almost like a lifetime so yeah. It's a very safe craft if you want to play paladin

Sunkeeper Tarim is far better if you haven't got that (possibly the best legendary minion in Un'goro I reckon).
