Elise must have? Hmm I will dust her if I get her from pack instantly, doesn't seem any good to me. Also from "interesting" cards I only see Hunter one being played. As for "maybe" Kalimos... it seems like a the most must "must have" ever for Elemental Shaman.
I will try with Awaken The Makers but in Wild with Chow, Deathlord (if face remains a thing), Belcher, maybe Sylvanas. Will try Kalimos in some mid elemental shaman also but that's about it for now.
Tbh, I'm really interested in Awaken the Makers and Elise the Trailblazer.. I'm gonna try it with this variation (room for improvement imo, but new expansion allows experimenting).
@OP; Elise is definitely not a must-craft. In all essence, Pyros and the Shaman elemental seem a really must craft. Pyros gives you 3 cards for 1, that's pretty decent value. Especially for arena, Pyros is an absolute beast.

No one will play crab. The main reason pirates will die with Un'Goro is the new taunts and the new ooze.
How the hell did you get Umbra tier 0 and Lyra tier 1?
Umbra has some potential but is relatively weak, since she has so few synergies in Mammoth Standard. Lyra is useless, everyone agrees on this. Umbra goes in tier 2, Lyra goes in tier fun. The Voraxx goes in tier 2, since no one is really certain how well Quest Paladin will do, or how dedicated you are to rushing Galvadon. Kalimos is tier 1, since Elemental Shaman is so consistent.
Discardlock is a serious deck, which means Zavas is tier 2 with Lakkari Sacrifice. Aggro Murloc Shaman is already strong, which means Unite the Murlocs is tier 1 for fixing its only weakness. Hemet is tier 2 at minimum, since everyone already agrees he's a core card in at least one deck and combos with Bright-Eyed Scout.
ok here my list. kaeep in mind is only my opinion now, and i asume it can change as the cards get play. You are invited to opine and feel free to hint at changes:

-Spiritsinger Umbra Maybe the only must craft independent of your class preferences. have a lot of potential both in standar and wild.
TIER 1.5 "must craft if you like the class or the deckstyle it fits":
-The Marsh Queen Quest with a difficult aceptable to archieve and good reward.
-Unite the Murlocs i dont like murlocs but is good enough to make the waaaarg with frogs
-Open the Waygate As mage player this one or comes from packs or will be craft after the mother of the TNMT the first day. Not easy to archieve buta "time Walk" has a lot of potential. Could eat it latter as non viable but i think worth the risks.
-Fire Plume's Heart Taunt warrior , not only control but also tempo has a great reward at end of the rainbow...
-Kalimos, Primal Lord Shaman will have a great tempo/midrange/control with elementals and this is the final boss...
-Clutchmother Zavas Wanna paly discarlock? this is your guy/girl. But discardlock could beeither t1 or t3 depending the meta...
Tier 2 " craft for specific reasons keep if comes from a pack" many of the 1.5 could fit here depending of your class preferences.
-Lyra the Sunshard Now is an orfant, with no deck to fit in competitive game. But as most priest styles they come along 2/3 ampliations. If next ampliations give the right cards to priest could be a central card. No craft for now but is a future inversion if it comes from a pack.
King Mosh only if harcore warrior. While brawl is in the game Warrior player will always compare any board clear with it, and lose. But a deathwing not losing the hand is not so bad...
-Swamp King Dred ufff too many ways to make him a frog, sheep or simply trow him a Stubborn Gastropod But is the best hunter legendary since...always?
Tyrantus Could combo with the quest but is a win more card. If i get the quest Malygos ( and some burn spells) is my guy.
-Sunkeeper Tarim paladin is dead while "devolve" is around so only keep this quartermaster is paladin hardtrier.
-Pyros pity as a mage follower but his time has not come yet.
Ok from what I have been thinking/ seeing/trying I think the two worst quests right now are warlock and priest. Priest because it is slow and not very powerful(saying that feels wrong but seriously I think so) warlock because it is almost just worse hunter quest, it does not take mana and it is infinite but in an aggressive deck who needs infinite and you have so much mana. The hunter quest lets you play like a full board each turn after turn five or six. The rest of the quests seem good but whether or not the decks are good enough is different. I think that paladin and mage are too slow. That leaves druid warrior rogue hunter and shaman. All good but which is best is up for grabs.
the other legends all feel like they are just tools for their quest except rogue, who has a bad legend, shaman whose legend is for another good deck, and hunter whose legend is in the wrong class. Onto neutrals they are all quest helpers for weaker quests except Elise who might see play in warrior.

king mosh, Kalimos, shaman and druid quests tier two
everything else if you want to play a deck with it then maybe run it.

Aya- Jade Golems destroy any control decks and lose little to rotation, rendering most quests too slow to be even semi-viable
Patches- While the new taunts do impede Pirate Warrior from dominating in the immediate Ungoro meta, the taunt minions lose incredibly hard to Jade, and Pirates will assume dominance once more
Finja- Despite the loss of Silent Knight for Water Rogue, the Finja-Warleader-Bluegill package is a good midgame tool and could easily be the next auto include for midrange decks as Patches was for aggro
Tier Wild:
Awaken the Makers- Priest and Deathrattle stand a strong place in wild and can easily rise in popularity
Hemet Jungle Hunter- Makes meme decks such as Toast's Aviana Kun combo potentially viable
Tier Just Don't Craft Ungoro Legendaries:
Primordial Glyph- Reminiscent of Unstable Portal, and anyone who has ever played in that meta knows how broken it was
Shadow Visions- Control Priest suffers enormously due to not being able to draw the correct removal tool at the right time, however they can easily use their useless turn two to now get an extra Shadow Word Death or Pain
Radiant Elemental- If Sorcerer's Apprentice is an auto-include in almost every Mage deck, then why wouldn't a better stated version of it be good in any Priest deck?
Vicious Fledgeling- Obviously broken in almost any deck if you manage to connect even once
Elise is a control card. Jades are Control. Please explain why Jades can't run Elise.
Because jades only win if they draw jades fast enough. Elise would replace Jade draws with guaranteed non-jade draws.
not completely true. Elise pack will be a card in your deck (which will delay one jade draw) but the 5 cards from the pack go straight to your hand, so they won't replace jade draws. Still, most of the time he will give you 5 trash cards, so l don't think elise fits in jade either.
It's too too early for that. Half of the assumptions and theories will be wrong. Rotation and a new expansion together will shift meta into really different aspects.
Is it possible the expansion will include some Jade nerfs to prevent Ungoro from being a flop? New Elose seems like fun but will as said be pointless as long as Jade Idol exists. And that only one example.
They must heave learned something from how unbalanced Jade Goons became.
I will still get Elise because I enjoy that type of cards.

Legendarys compared to previous expansions:
Whispers of the Old Gods: 12 neutral, 9 class legends
Mean Streets of Gadgetzan: 8 neutral, 3 Tri-Class legends, 9 class legends
Ungoro: 5 neutral, 18 class legends
However the power level seems not so obvious as in older expansions.
