Because sadly, The Last Kaleidosaur has all the drawbacks that come with having a quest in your deck, with an incredibly difficult condition to meet and an incredibly lackluster reward. Which is a damn shame, because that was the first legendary card I opened in JtG. And Galvadon is pretty sick. It's just not good enough.

Yeah, one thing you realize is that all the quests provide a win-condition, because you literally have to shape an entire deck around it.
For Pally you make an entire buffadin deck just so that you can get lucky with a single high attack + windfury + stealth finisher (that if you're unlucky, can be cleared by AoE, or just not adapted right) or a single giant taunt. It ISNT a win condition, only a win more card.
The entire Pally quest was a total fail. While Voraxx is good to use in the deck, you won't get anything worthwhile out of it. Its almost like Blizz expected that Pally can just play a random deck full of half buffs and expect it to work. If Handbuffs didn't work, and this is LESS consistent, you would've thought they'd realize this.
That's why i've come to realize Voraxx can only be slightly useful as a soft taunt in an Independent Pally deck, a Priest deck, or a Druid deck. But why use a soft taunt when you can use something that will actually help you?
Its just a tragic end to a really cool card. Hopefully in future expansions this can be viable.
