Not sure if a flat 3 health or attack would make sense most of the time, but it can be fairly decent with deathrattle or divine shield... so a Shielded Minibot / Haunted Creeper / Druid of the Flame with flexibility. I think decks that can fulfill the requirement will probably play this. The biggest issue that it is a very bad curve play, unless you coin out two 1 drops or you play alley cat.
This is really good in a flood or zoo-like deck. Obviously the stealth, poisonous, windfury or cannot be targeted by spells generally won't be a good play but +3 health or attack, +1/+1, deathrattle and divine shield are all very good.
In all honesty though, this is a really good card. Though it does encourage a faster meta and I'm still holding out hope that the meta will slow down. I really do like the card though.
So yes, some outcomes make it a minion that's worth 3 mana, and you get some flexibility by choosing, but is it really worth playing this card? I think no.

The only line of play I can think of is this after Alleycat or Lost in the Jungle.

Trust me, this will be played in hunter and paladin (if they give them a couple of good paladin cards) and maybe in druid.

Cute card; fairly easy to pull off; good cost to slot wherever; at worst, it is a 2/2 with windfury or evasive, but why would you pick those?

Shielded Minibot, (better) Haunted Creeper, Frostwolf Grunt, Carrion Grub, Ice Rager, (worse) Faerie Dragon, (worse) Whirling Zap-o-matic, and both the stealth and poisonous adaptations are worse versions of Patient Assassin.

Great Zoo Card. divine shield, +3health, Rattle 1/1s, all these are pretty great.
Seems like a pretty good card. Not overpowered, but good.
More Zoo cards, I guess. I don't see this being more than a 1-of because of how inconsistent it is to activate its effect.

The first one was the paladin quest.
This card have a huge condition for a 2 mana drop and the reward maybe not so good, compare this crap to no conditional Shielded Minibot is a heresy.
