This is actually a fairly good card. There are a lot of spells out there that have no downside if the effect is random (see yogg.) I definitely think the potential swing it gives is worth it.
A "Yolo" card without the need to play a lot of spells. It "MIGHT" see some play in Ramp Druid, as a last resort (hoping to discover a board clear...).
EDIT: Nvm, it's limited to your class's spells. Druid has no board clear. RIP card. Might be okay in a Mage deck?
