All cards are balanced, but some cards are more balanced than others.
Paladin for sure. Bad quest and bad quest reward. Again, paladin won't see any serious competitive decks.
I'm not quite sure Paladin is the worst... I could see finly into 1/2 buff it up from the more limited saved buffs. Definitely requires the water package. buffs are also good on the charger.
