Worse than Acidic Swamp Ooze vs non-weapon decks, worse than Harrison Jones vs control weapon decks, but insanely strong vs aggro weapon decks. Who knows, maybe some decks will run all three.
This is clearly better than Toxic Sewer Ooze in constructed as long as weapon decks stay as strong as they have been. But for arena I am not so sure....
Basically there is a lot more times that your opponent won't have a weapon and then I would rather have the extra one attack so my minion can trade up. The strongest arena decks right now are Mage and Warlock so unless that changes with Un'goro I don't see myself picking this in arena over Toxic Sewer Ooze.
I want to believe they have realized Warrior weapons are a problem. I want to believe they made this card so weapon-based decks will die out for a while ... and by the time this rotates out no one will much mind if they directly nerf the actual weapons a bit. That's what I want to believe.

It's not power creep at all. It's a situationally better card - it's worse than Toxic Sewer Ooze against literally the majority of classes in the game.
This card alone will probably shift the meta removing super aggro pirates Warrior decks. Then it will be this or Harrison Jones, but the Legend seems more fitting in a control deck for its drawing effect.

I think I'd rather just run Acidic or Harrison in most situations. This card is better against specifically Pirate Warrior, but worse against every other deck because of the poor stats. Pirate Warrior will die off anyway from all of the great taunts coming up.
Exception: Control Warrior, just because you can use the armor for Shield Slam.
Bit concerned that there's some silver bullet printing going on here to try and push the pirate deck down a few notches - the "destroy a pirate" beastie being the most blatent. At least this card has broader merits as there are plenty of potential decks that would run weapons. Aggro hunter wouldn't like this, for example
This will definitely do the job - if pirate warrior is in the meta then this is an obvious upgrade over ASO. Playing this on a vanilla aranite reaper is a 10 point life swing and a 3/3 on the board for 3 mana, which is probably GG. The downside of the extra mana against non-weapon decks is probably not relevant as it's almost always correct to hold an ooze in control v control in case of Jaraxxus or Medivh.
What's wrong with silver bullets? Silver bullets are essential to a healthy meta. You need these "safety valves" so that if the meta skews too far in one direction or another, players can use these otherwise inefficient cards to gain an advantage for understanding that meta. And if the meta changes, they'll stop using these cards, and so on and so on. There's TONS of this stuff in Magic on a scale that makes this look wimpy.

Too bad Jeweled Scarab is rotates out, the chances to get an anti-weapon tech when you need are increased...
