He is a 5 mana fireball that can't travel over taunts, summons 2 Whelps for the opponent that will kill him and his miserable 2 health the next turn if they aren't dealt with and he's a legendary so he can only see play as a 1 of. He is pretty much the poster boy of balanced cards. As in he will see play from time to time but he isn't in every other deck nor is he trash tier like Gruul. His popularity rises in all different classes, so he dodges the Auctioneer problem of being seen too much in only one class. Arguing for him to be hall of famed is arguing for a game where the opponents pillow fight and wink at each other until someone dies of old age. There has to be ways for your opponent to kill you in this game with cards. I know that probably hurts your feelings reading that but it's true, not everyone subscribes to the fatigue only ideology.
On the topic of control, you flat out lied in your opening sentence. Blizzard has tried to nerf combo decks? Since when? Was it when the printed shudderwock? Aviana, Kun? How about The Caverns Below, Togwaggle, Razaanduin, mill rogue etc. Sure things change overtime but it's not because Blizzard is feeling pity for your control deck, it's to freshen the game up a bit with new cards. Jade Idol alone spits in your face and they didn't touch that care until it rotated out naturally. I don't even know what combo decks run leeroy on standards ladder right now, my guess is 0. Also the most influential aggro deck in the game currently doesn't have a slot for him because it would literally break their deck.

The aggro decks in this meta don't even need Leeroy to finish you off, as a result; most don't have him in their decklist. it's also worth noting that Leeroy isn't only useful in aggro decks.
So, do you want to add Reckless Rocketeer, too?
