I got a feeling this card is alot stronger than it looks. Also his initial design is obviously not 9 mana.
Something interesting to think about though... You are about to lose the game with legions of Jade Golems on the other side. You drop this guy(in a control deck I assume). Opponent has no more removals. Will he still engage his risky lethal attack and risk running his Jade Golems into each other? Or will he wait another turn to draw a removal?
You might also want to consider single removals might not work. It HAS to be an AOE.
Has it been confirmed that minions can attack friendly minions at random, similar to Misdirection?
I assumed everything would randomize only among valid targets, in the same way Yogg does it. I also thought minions attacking wasn't considered targeting. I'd love to be wrong though. Would actually make this card not absolutely garbage.
I don't understand why this card doesn't do something with elixirs. This is an Ogre mechanic.
It's nothing like Ogre. Ogre mechanic only affects minions, and they still hit enemy targets. This is more like Misdirection that affects everything including spells. Ogre mechanic also gives you 50% chance to hit what you want, in this case chances are lowered by the amount of targets (and that includes friendly targets too).
The effect is actually extremely powerful, if not for the crazy overpriced cost. Imagine dropping this when you have empty board and enemy has shitloads of crazy high jade golems (let's say 5 golems). If he doesn't have an answer like flame cannon or some sort of aoe, he risks his golems killing each other or even hitting his own face.
So IMO effect isnt terribad, the problem is it's cost. My guess is this started as a much cheaper card, but during internal testing they realised this effect is really crazy and can be much stronger than random lols and had to bump it's cost a lot so that it's not Yogg 2.0.
When I saw your reply, I was convinced. Unfortunately, as it turns out this is not the case.
So it does work like Ogre, which makes this a weird card just from a theme perspective and not a good card. They could easily have made this quite a bit cheaper or given it way more health.
Such irony that the mayor of the most criminal city ever is bound to have his effect as "legal target"...
Which also makes him not worth the craft i'm afraid, he's too easy to counter, unless your strategy is aggressive enough to lure removals before he kicks in. But then it means you do not want to extend for so long in the game anyway...
So this card will rip through zoo and swarm decks, obliterate freeze mages, and cause untold chaos for pretty much anyone if buffed above 4 health (so that Flamestrike, Auchenai Soulpriest/Circle of Healing, etc. won't clear him).
I see potential here.
EDIT: Oh - just read the tweet. Hm. Not so amazing, unless you're running a bunch of tokens or something, since "target must be legal". Still, bad for spellcasters, since removals typically work on their own, as well.

Presumably this was costed at 9 to make absolutely certain it never ends up anywhere in the esports scene. Assuming that it affects all spell targets and attacks and that every potential target has equal probability of selection, it is a little bit like an unpredictable board wipe. If you play it against a full board, you're quite likely to kill off a lot of it before your opponent has got rid of the mayor.
Not worth playing a 9 mana 5/4 for though, but I guess that if it was more realistically costed (e.g. 6 mana) then it might have started popping up everywhere and getting similar press to Yogg.
It depends on how exactly this works. If you play flamestrike, is there a chance that flamestrike will hit opponents board instead? If you play arcane missiles, is there a possibility that it hits opponent instead? These are the questions you need to make in order to make this card playable

ALL target must be legal. Even attacks, so no misdirection effect but Ogre instead. And that is what really kill the card.
I want to see this in play if this applies only to targetting mechanic but not to minions it will be total a shit legendary but if it applies to minions this minion is even better than deathwing.
This minion has a wise stat line why because if it would be more than 7-7 this card would cause pre yogg nerf kind of salt

Also, friendly minions can't hit friendly minions, A BIG DEAL. If the mayor overthrew these rules he'd perhaps be decision worthy but I don't think so now :(
That is really stupid and poor design if friendly minions can't hit each other. Why make a random fun card but then prevent any possible things that would actually make it fun to use.
How disappointing, but I sopose whith the constant whine of the comunity and some 'pros', it's undersandable they wouldn't print such a fun powerfull and RNG based card.

Source? If thats the case there is no way this is a 9 mana card. Completely random, including friendly? Yes. Alternate enemy targets? 5 mana 5/4 at best.
