I feel like some kind of Dragon-Reno Priest would be best. The issue is that Priest doesn't have any draw, so singleton decks are especially rough on them, since they're very dependent on getting the right cards at the right time, and their main source of card advantage is copying cards in the form of Shifting Shade or even the new Drakonid Operative.
However, things like Azure Drake and even Curator give them a little bit of draw power that they otherwise lack. Not to mention they provide extra early game strength with Whelp, and combo well with the new AOE and Drakonid Operative is just a good card.
Don't forget that things like Ysera and Deathwing further benefit from this guy, as you can play them and still heal.
I like the idea of Dragon Highlander too, but the issue with any split-strategy dragon deck is that there are never quite enough dragons to keep everything running smoothly. The question is whether running Raza, Reno, and Kazakus is worth diluting the dragon synergy.

To be fair, Dragon-Reno Lock was a thing and they had less dragons as a whole, but more card draw.
That being said, even diluted the dragon plan can be very strong in that style of Priest deck, mostly because you already want many of the cards in it, such as Azure Drake and Dragonfire Potion. It's just that you're adding Twilight Welp and Guardian to help your early game, while making your late game about Ysera and/or Deathwing. Drakonid Crusher is also a good card as a whole, along with Bookwyrm, and Historian. The other build is N'zoth, which is also good, but can be clunkier at times potential and provides a lot less early game support... You'll still run Dragonfire Potion and Azure Drake in both though.
Reno priest suck because lack of card draw in deck.
Mage and warlock have better card draw compare to priest which only can draw thought heal or steal from other. This will make the deck inconsistence
off, some player will feel enjoyable and fun when they have perfect draw but I confirm they will come here open salt threads when they loses to xxxx dominited class
no1 played reno priest anyways and this card is overrated, u lose a lot power by going singles for priest
Exactly. The card on its on is fantastic, however, you do sacrifice a lot to active it. Will be decent while Reno is around and useless after the next rotation.

We will see, but I think you forgot priest receive a lot of good cards and Reno is not alone anymore, this kind of deck will become much more strong than is right now, after rotation is another history.
If you somehow managed to steal Coldarra Drake from mage, and use with this priest card Raza the Chained, that would be guaranteed board clear using mage hero power (which you need sir finley to get...) or to switch your hero power to shadow dmg.
but the issue is, their different class cards, so only way to get the drake is to use Entomb, Thoughtsteal, mindvision, Mindgames ... and even then it's very unlikely you'll ever get the drake.
But if it did happen then a minion board clear is most definitely guaranteed since hero power cost nothing, and you can spam it infinitely on the same turn. Though using hero power to dmg hero smorcing seems the better option.
You may actually need Sir Finley Mrrgglton to change your hero power to ideally Steady Shot to spam smorc. Though this is RNG and it's not guaranteed 1 of your 3 picks is this hero power. Less efficient would be mage and druid hero powers. Actually priests have a card that can transform their hero power to damage, and there even an improved damage version as well. So finley isn't the only solution though it may increase the odds for going hero dmg power sooner?
Counter against this might be Nozdormu maybe? Or maybe iceblock to delay the fight to kill you off before you kill him off?
Anyway would be interesting to see whether this card will make some viable builds that don't use duplicates :X now Reno has a new friend for priest decks.
Finally a priest legendary worth crafting don't get me wrong confessor and velen were good but this card outshines both of them. It even combos with Shadowform

EDIT: On second thought, I assume this only decreases the cost of your current hero power and that the effect is cancelled if you change it through Shadowform or Justicar Trueheart so you must have a lot of setup for this to be effective. Even if it's not viable it's still a fun card for gimmick decks though.
Priest is one of the more effective decks at both lasting long enough to set up their power, and getting the set-up done. The main question will be between Shadowform (To dump damage) or Trueheart (To become super-control). A pitty that priest does not have a strong inspire setup, but the ability to have free heals/damage from turn 4/5 on is large.

Can play a nice hybrid Reno deck carrying both Forms and CoHs with this. still same old problems but something to help work with at least for fun.
A forgotten card that might need to be remembered is Spawn of Shadows

I have never liked priest, but this card makes a LOT of "trash" cards become playable. Love it. Well done blizz :)
