Heh... ok sure. Commander didn't see play and it's a more reliable and less expensive way to achieve the same result. I think this card requires too much work for such weak upside.
Maybe some nice recovery shenanigans for Control Warrior at higher Mana levels, but meh. Don't see this card getting much play unless there are (cheap) Hero Power cost discounts in some of the unrevealed cards.
I would think that the easiest circumstances to get value are with warrior or priest where you can play some spells and hit Heal or Tank Up! a few times. Which is probably kind of a clumsy situation where Garrison Commander would also do about as well. I guess one could also run Cloaked Huntress and dump all kinds of secrets and unload a lot of face damage in the same turn. Either way, that's still a pretty hefty mana investment where Maiden of the Lake, Fencing Coach, or Emperor Thaurissan is needed.
I suppose for dream situations, one could have Nexus-Champion Saraad on board and get multiple cheap spells from him. Or maybe getting some kind of combo out of Majordomo Executus (post deathrattle) and cheap spells like Arcane Missiles, Sinister Strike, or Moonfire. Poisoned Blade could also get big off this in a miracle deck built around it (bonus points if Sir Finley Mrrgglton rolls Steady Shot for an OTK). Actually, maybe Disguised Toast was the best person to discover this card, because there's some pretty wacky combos out there.
I think this card will be a good fit for some gimmicky decks, but I can't think of any way to apply it on a competitive deck. There are very few hero powers that are worth using mutiple times, and you still have to pay to use them again, so the cost becomes really high (creature + spells + 2 mana).
The blue dragon Mages got has a high cost, but if it survives on the board, you can spam the hero power. This one has a harder requirement.
They tried to approach the hero power mechanic int TGT and didn't work. Why are they still pushing it?. Its a solid 3 mana 3/4 for arena and would pe picked in many situations (most legendaries are really bad in arena), but i cant see the auctionmaster in constructed, maybe some mayordomo decks? Kappa
Why wouldn't they still be pushing more hero power synergy. It is one of the core mechanics of the game and Shaman the best class right now is mainly the best because it has so many cards that work well with its hero power.
Depending on what other cards they print, some kind of Inspire deck might be possible with this. This set is the last chance for Inspire in Standard, after all.

too bad hero powers arent usually worth replaying for their cost. 6mana 6/6 mage drake can use hero power any number of times and nobody uses him even though mage has a great hero power
Blizzard doesn't like it when they release "genius" level cards that community isn't willing to accept and they keep pushing in that direction until they make it work.
This type of effect isn't unique (garrison commander, coldarra drake). Who in their right mind would ever spend 1600 dust to craft such an incredibly boring legendary?
It's a vanilla 3/4...One of the weakest Legendary...Bottom 10...Only possible use would be Control Warrior once you have Justicar Trueheart upgrade already and you slam down a Execute for a double dip...Can only be played late game and dies after 1 use most times. Super boring card. The Boogeymonster 2.0

It's basically spellpower +1 in mage to every spell, spellpower +2 face spellpower for hunter. Also inspire with this will be cool.
EDIT: nevermind, though the heropower becomes 0 for some reason =_=
I can see it running in Control decks post Justicar, when you could use hero power and cleaning board (Control decks float Mana a lot).
Also it can run at Totem Shaman, with Totemic Might.
