Most Temp[o Mages in the pre-standard era ran one copy of Clockwork Gnome, and this is a decent replacement. The battlecry cuts to opportunity cost of playing it in your deck. It probably won't trade with two drops very often like the gnome did, but I think one copy will find a place in tempo decks that already pack Yogg.
I really like this card. It's nicely balanced and hard to play against. Drop it on turn 9 and everyone starts playing around pyro, which is kinda funny when you're sitting there with your shatter.
This board's great for a laugh. That the trend? Every card is officially either Dr. Boom or complete garbage? Believe me people this card is neither. It's perfectly in between.
For those saying it's Dr. Boom. Nope. Moving on.
Now the detractors. Weak body? Little value? Random card draw?
Need I remind you that the majority of mage spell cards are good, like 70% of them. The other 25% are bad only as being planned in a constructed deck, but not if they're RNG'd into the fight, and the last 5% are Ice Lance Shatter and Cone of Cold. The fact that it has a weak body means shoit too because if there's any class that's amazing at stalling the game out for late threat, it's mage. All this does is make it even better at its job, with yet another likely efficient removal. People were afraid of Cabalist's Tomb for possibly being too inconsistent, too slow, too random while being naive to the actual statistics, and now it's the same song and dance. Frankly I'm happy Mage finally has a good one drop other than Mana Wyrm and god forbid, Mirror Image. I tried with Arcane Anomoly, but uuuuugh.

This is not the same as Novice Engineer because the NE pulls one card from the cards from your deck.
The Babbling Book adds a 31st card to your hand that is not in your deck.
This could add a crappy spell to your hand or it could add a 3rd spell that your opponent won't expect. It's always nice to surprise them with a 3rd Flamestrike (assuming 2 were in the deck already).

The sweet sweet value. Most of the time it gives you a decent spell. A faster and mini Cabalist's Tome
