Sap is a bullshit card - there is literally no downside to playing it, and there should be! The solution to fixing it is simple, however. Simply add an overload type effect that is based on the mana cost of the card that is to be sapped.. For instance, if someone were to sap a 6 mana cost minion, there will be an overload cost of 6 mana on the next turn. While Valeera does not have overload, something of that nature needs to be implemented.

You don't see any downsides to Sap? You realize what a battlecry is right? Sap is barely even removal it just stalls.
Sap is not an issue in constructed right now (as stated) simply because rogue is lacking in removal as it is.
AOE is limited to blade flurry (not seen in constructed), and spell dmg + fan of knives
Hard removal include assassinate (rarely seen in constructed), blade of c'thun (limited to c'thun decks and almost never seen in constructed), and sap.
In arena, rogue has a similar issue. Many cards such as shadow word: pain and execute are much worse as they actually kill the minion. Although sap is more flexible than either, it only provides a little tempo and can be played around quite easily.
I should pay 8 mana to remove your 6 drop to your hand and -1 card. when warrior can outright kill it for 3 mana(slam+execute) while being card neutral.
In constructed Sap is fine. In arena it's a problem just because it's basic so it's very common in decks. Changing it's rarity (i.e. to rare) would likely balance it out better than actually changing card text imo.
