I was planning to do this for a long time and now I started doing it. I'm bored and have nothing to do so I do this. (I wrote everything without copy-paste.)
So this is how it is; I rank all cards as Very Good, Good, Balanced, Bad, Very Bad and Underrated. Cards that are Good doesn't mean they are op, but Balanced means it usually sucks, not always. Bad means they are terrible. Very Bad means people have no reason to put them into their deck at all. (ex. Magma Rager) Very good cards are the ones need nerf, or the cards that saves the class from sucking.
How It Is:
Every class is separate
The cards are in order that is in game
There is a table of total cards in the end (and some notes after it)
In the bottom, there is my versions of buffed/nerfed cards
hex neede no nerf, because it gives a taunt for the opponent, it can be valueable for them in some instances
if you buff the dalaran mage the way you did, it will be overpowered(almost as good as bloodmage) but if you let it stay that way it is underpowered, it is a weird card let it stay that way :P

The problem is that when you cast Hexyoudecide when to give a taunt to the opponent so you can play around it. It happened the same to dark cultist's deathrattle. You could kill everything before killing the cultist and it would never trigger his effect properly.
Going back to hex, as opposed to Polymorph, the frog has no attack. Even Target Dummy is an 0/2 in stats while Murloc Tinyfin is a 1/1. Therefore, Hex should cost 4 given it's the same effect, and gives even a weaker body in stats than polymorph. The cast is over the top for the effect and cost.
When you compare Hex and Polymorph to Assassinate, then you realize how undercosted they are.
Sure, Hex gives the opponent a Frog and Polymorph gives the opponent a Sheep, but these are worth 0.5-1mp. Factoring that in still makes it cheaper than Assassinate, not to mention the ability to nullify Deathrattles.
IMO, Assassinate should be 4mp (because it currently sees almost no play), while Hex should be 4mp (I think giving the opponent a Frog for the ability to nullify Deathrattles is fair). If Assassinate costs 4 then Polymorph for 4 is fair.
Comparing class cards across classes is fool's play. Otherwise what about Fiery War axe and Fireball? Hex is fine as is, shaman had it since the beginning and was garbage til very recently.
