Mill Decks (Hand and Deck Destruction) has always been my favorite archetype and although there is not enough cards to support it, milling a 30-card deck could be a viable option in the future.
With that in mind, can someone clarify if Fatigue damage is per draw phase or per card draw or both? For example, If my opponent has no cards in deck and I play a Coldlight Oracle will they get 2 fatigue damage or none (because its draw phase only)?

If their last draw used up their final card, then they would take 3 damage. Otherwise, they will take more.
The first time you have to draw without any cards remaining you take 1 damage. The next time you take 2 damage, etc.
