I want to play control warrior as at rank 7+ i meet warriors more and more often and i cant deal with them playing zoolock. So I have a doubt about crafting justicar trueheart. Is it smart investment as it will be out of standard in less than a year.
Do you only miss Justicar ? If yes then craft her. If you miss other legendaries craft them first becasue most of CW legendaries are from the classic set !

No, i need about 7k dust for cw but other legemdaries is from classic set so i want craft them like ragna, sylvana or grom.
i know that but will this investments be win for me as ill lose 1.2k dust as it will be out soon
1) It's not that soon.
2) It's better to craft from sets you don't open packs from. Classic packs come through quest and Brawls so you can open double legendaries and miss 1200 on the spot as well.

A year is a long time, I crafted Varian Wrynn for Tempo Warrior a couple of days so I'm personally okay with spending some dust to have fun now and in the brief future.
You can easily play it without Justicar, just try to play another card that will give you high value and fits in with your game plan: ex. Baron Geddon, Carine, Alex, Rafaam, Ysera, etc., or even tech revenge or ravaging goul to combat aggro a little better early.
that being said Justicar is a great card in CW and if you have other key legendaries (namely Grom, Elise, and Sylvannas), and don't have any other classic set cards you're looking at crafting, then she is a great addition, and is also really solid in Priest and Paladin. 1 year is a pretty good amount of time, so I wouldn't worry too much about that if you want to play the deck!

This. Justicar is not needed but its very important. You also need a late game finisher such as Garrosh, Elise, or even something like C'thun if you would like.
If you don't have the dust to craft CW, don't play it imo, the deck itself can't be played in a budget version. Justicar really helps in the mirror match ups and really locks out the game against aggro decks. But I would prioritize classic legendaries and a strong finisher like the poster above me put: Grommash or Elise. And Sylvanas would also be a strong crafting choice. Hope this helps man! Sorry if I sounded harsh in beginning that was not my intention.
Unfortunately, Control Warrior is also named as Wallet Warrior because it does require a high amount of legendaries. :(
You do need quite a lot of dust to invest in a viable CW deck. Each card has it's own purpose - if you could, I would suggest crafting those from the Classic Set first before TGT. It really takes a while.
On the other hand, if you plan to play Control in other classes which might not need as many legendaries (Control Priest/Paladin is high, but I don't think it's as high as Warrior), go ahead and craft her! I highly recommend watching some videos online first before crafting though.
