I wouldn't say it's a must have, but it is really god damn good. Like, new "Dr. 7" Good. I'd make crafting it a very high priority if you plan on sticking with C'thun decks.

In order to truly see, ones eyes must be open to both light and dark.
We are going to see the reemergence of aggro decks fairly soon I expect, so having something that can generate 2 huge taunts (3 with our ol' pal Brann) is incredibly powerful. The Twin Emperors can win games where you might not even have time to play C'thun. So yeah, if you are going to play a C'thun, the Twins are almost a must.
I think it really depends on your C'thun deck. For instance, I run him in druid since I can ramp up to him and I definitely need the extra taunt to hold off the aggression. On the other hand, I don't include him in my Warlock C'thun deck. I'd rather have more consistent low cost draws in that deck. Also, I don't really need him since I can trade up with a lot of my small to midrange minions. So, hmm yea overall he is really good, but an auto-include, maybe not.
C'Thun is definitely quite good as of right now, however as the meta settles, we might see other better decks howeve rif you intened to play C'Thun, Twin Emperors are quite good for stalling the game a turn or two until you get C'Thun. With Brann, its almost always been auto-concede or a full board control change for me since there usually is no way for an opponent to basically deal with three Druid of the Claws and Brann. (Unless your warrior with brawl, because, well, warrior.)

I don't think any Chtun deck would be as strong without the twins. Without a doubt the strongest 7 mana of the meta. Hell I even think the Emperor wins you more games than Chtun himself.
The real power from C'Thun decks is not really C'Thun itself (which you might not even draw in time) but cards like Twin Emperor and Klaxxi Amber-Weaver which generate ridiculous value on curve once C'Thun > 10. So yes, it's an auto-include in C'Thun decks imo.
Like what soapmonkey mentioned above, c'thun decks rely not only on C'thun himself (itself? I don't even know at this point), but on the crazy synergies of when your c'thun gets more than 10 attack.
Is Twin Emperor Vek'lor really a staple in C'Thun centered decks?
It's very good. I suggest you craft it. Are C'Thun-based decks worth playing though, that's the question.

If you can afford him he's worth a craft in c'thun decks. No competition at the 7 slot until the next expansion atleast

I would probably says it's as powerful as boom if not better. So yes. 8/12 worth of stats across 2 bodies is insane.
There's nothing quite like paying 7 mana to play two druid of the claws in taunt form.
If you are playing a C'thun deck is strong there.. but the question is still how good C'thund decks really are so far they didn't impress me too much.
