This card is beyond overrated at 53.7% meta defining .-. That being said, it's actually really strong in bloodlust shaman and may see some play in constructed. I don't think you'd ever pick this in arena unless you have a lot of sticky annoying minions though.
Just to elaborate on why it isn't overpowered as some suggest. People seem to forget how tough it is for Shaman to get consistent card draw as is. Cards that can't be played on their own for any relevant value are really bad outside of decks with a lot of draw or very slow decks. Not to mention you rarely want to use a card like this on your overload minions. You won't ever want to play this on a totem golem, fireguard, or the new 4 mana 7/7 unless they are really low on health and so this becomes even more situational. This does help cards like Azure Drake and Thing From Below quite a bit, but I wouldn't want to play evolve in every Shaman deck that's for sure.

While I do agree that is more valuable with battlecry minions (tuskar, jeweled, etc) and hero power totens, in the particular case of Totem Golem, why can't you use on him? you can trade him with a 3/2 or 3/3 or something like that, leaving a 3/1 body, than use Evolve/Master of Evolution, that will more usually result you gaining a better minion. It is not the perfect use of it for sure, but if there is one single hero power totem on the board as well the value is already good enough.
I do think Master of evolution is better than this, but I will probably run 1x in midrange deck that runs a lot of battlecries. No meta defining for sure, but really good card.
Time to really sell this card. Okay so... this + Summoning Stone. Wait! Before you think "Bleh...this is going to be a quirky crap deck." So...with Summoning Stone, you'd first summon a random 1-drop, then transform both minions. Combo it more with other cheap spells...and it gets out of control. Using Evolve, you can setup with Hammer of Twilight to get another random 4-drop (the Elemental's base cost is 3). Before your opponent can interact with the Elemental. Perhaps even protect the stone behind Feral Spirit for another turn of craziness. Harrison Jones is in because I expect a meta of Shamans & other weapon classes. Decklist:
The one thing Shaman needed (I believe, anyways) was a reason to "push the button" as it were. Overload as a mechanic was crippling to class, and having the "consensus" worst hero power certainly didn't help.
With cards like Thing from Below and Master of Evolution, and now this, the Shaman hero power may be actually useful, as the totems could always be turned into something else. Using the Shaman hero power may pave the way for something like Thunder Bluff Valiant in Midrange decks.

i do not like the voting options, in my opinion this card is very much meta defining, however this only means i suppose because of this card people will start building "evolve decks" with sticky minions coupled with battlecries or stuff that gets reduced cost.
However i am not saying this card is broken because of how shaman usually works, i would not want to use this card in my overload heavy aggro shaman for example
After trying it, it's really powerful. I used it on the guy who gets cheaper every turn, didn't even attack with him (probably a mistake). Then they backstabbed it and I cleared a minion so it had 2 health, then I used another one and got the 7/9 resurrect C'Thun dude. They never recovered. They had a huge C'Thun but the game ended on 8.
It can definitely be good, but mostly as a consistent heal if you're able to set up a trade situation... it's very similar to a 1 cost circle of healing that only woks on your side. I say this because many times you are going to be using good value minions and the evolve doesn't really improve them. I have scarab in my deck, which is like super value to evolve, but the other side always kills it (maybe even because of this card. ) which isn't too bad, but if they're playing around evolve that could happen whether or not you play evolve, so that doesn't make it better.
