its a tutor. Some of us remember in MTG how tutors works and how often go to the banned list for broken. If survives he draws your win condition as Reinan23 said. Not only thiscount as your win condition in this case is a legendarie. With 2 of this and the legendarie you have increased posibilities of the card you need is not a t the bottom of the deck.
I have to point out that Diabolic Tutor has been printed in every MtG core set for the last decade, and it literally says "Put any card from your deck in your hand." It sees zero competitive play. Liliana Vess was a planeswalker that could tutor repeatedly and got at least one use guaranteed. Again, zero competitive play. Tutors haven't been anything special in MtG since they started costing them correctly.
The tutors that have been banned in MtG were insanely cheap spells and they were being used to tutor up cards that were ridiculously busted themselves. None of those things are true for Harbinger. It's an expensive card that can only tutor for expensive monsters, and isn't even guaranteed to work.

I mean personally I think having the draw at the start of your turn makes this guy mediocre, but if you can get it to survive consistently then this is a good card for C'thun decks. Wouldn't mind putting it in Anyfin Paladin either.

Anti-aggro cards being added:
Ragnaros, Lightlord(turn 8 is a bit late in the game but with so many aggro cards leaving, you may actually be able to live that long) Ancient Shieldbearer(surviving until turn 7 as warrior isn't too hard and this basically heals you for 10) Thing from Below(At worst a 4 mana 5/5 taunt) Cult Apothecary(I'M NOT SAYING THIS CARD IS GREAT, but it does heal you and can be significantly stronger than healbot against zoo) Shadow Word: Horror(this is a bad card and I don't really wanna mention it but it exists) Faceless Shambler(Some decks can abuse this card quite well, such as handlock) Infested Tauren(not good but its main weakness of only having 2 attack isn't as important against aggro anyway) N'Zoth's First Mate(good for aggro and also against it since it can clear 4 1 health minions that could do more potential damage) Tentacle of N'Zoth(play this on turn one and aggro has no good response to it since they either waste valuable direct damage on it, a silence, or they throw away the first minion they play. This card is very good against aggro) Forbidden Flame(Awful card but its better than a ping) Forbidden Healing(flexible heal card, this makes it more likely that Lightlord matters)
You see, we aren't getting that much that's good in the way of anti-aggro but the bigger thing is that most of the good aggro cards won't be available. The anti-aggro doesn't need to be as good because the aggro isn't as good. Will there still be aggro? Yes, of course there will be; but almost all of those decks will not be nearly as strong as they are now. The only aggro deck that gets off easy is Shaman and they're still losing an extremely valuable direct damage card and a potentially powerful minion choice. The game is slowing down soon everyone, get ready for it.
Basically all of those cards suck and won't save you against face hunter which doesn't lose almost anything important that can't be easily replaced. Don't get me wrong, i hate aggro but right now it looks like it's gonna be extremly strong unless they don't give us a healbot and belcher replacement. These cards just don't do it..
Also all the heal cards added now are for paladins which already have a shitload of heals
Meh kinda have to disagree here.
Just looking at the hyper aggressive decks hunter is loosing Haunted Creeper, Glaivezooka and most importantly Mad Scientist while by the looks of it there isn't anything in this expansion that would really fill the void of aggressive cards they are left with.
Combine that with an almost certain nerf of Knife Juggler and the future for aggro Hunters in standard doesn't look all to bright. Of course the Deck is still easy to assemble and very easy to play making it a viable choice just like it has been pretty much since the beginning of Hearthstone but it won't be close to top tier.
See this guy gets it. I was never saying that aggro wouldn't work at all, just that it would be less of a threat with their broken minions gone.
