If Hearthstone is lorewise a game that WoW characters might play (ok, it's a stretch, but whatever), then Ragnaros the Lightlord isn't a bad idea. Think about it, for WoW characters Ragnaros is reality. So some warcraftian card crafter simply came up with a fantasy idea of Ragnaros being a minion of the light.
I personally don't want the card to be a dragon because of deck options. Short disclaimer, I dislike the popularity of Dragon decks, particularly priests. Very hard to deal with decks that get so much value out of only running dragons.
If it's a dragon, it only makes dragon decks stronger. If dragon decks get stronger, more people will run Dragon Paladin instead of another archetype which would make ladder more homogeneous. You can still add it to your deck, and it will be just as powerful as in any other non dragon deck, Lightlord I mean.

However, you're making the assumption that dragon paladin already is a strong deck and that it would be stronger than a pure control deck with this in it. Paladin doesn't have the wide array of spells required to be a good control deck so minion heavy will always be the way to go.
And the fact that making a deck good will get more people playing it, making the game homogeneous is not an argument. That's why if this was a dragon would make that particular deck better and add variety to the game, not the other way around.
I like the idea of twisted cards - they took the normal Ragnaros the Firelord and just made the absolute oposite affect!

My only complaint about the card is, why is it not a dragon.

Dragon Pally will absolutely be a better deck than regular old Control come Standard. Control lost Chow, Muster and Shielded-Mini bot. Blackwing Technician along with some other early game minions might fill that void, where as there really aren't any good non-situational early game minions.

This card could provide potential value but for the randomness I think just like the foreword that it should cost less. I mean if it was a 7 mana 8/8 heal a random character 8 health then it would be of great value.

It only heals damaged characters so the effect is actually extremely easy to control.

Well as a heavy lore driven gamer (that's what brought me to both Warcraft and Warhammer universe) I'm don't feel that way. First because Hearthstone doesn't contribute anything in that matter anyways, and second because this isn't really to much. Most of people are pissed only because Ragnaros is iconic figure, nothing more than that. I've seen definitely worse thing in that matter to be pissed by something so minor like element shift, especially when it's so funny. For example look at Necrons and their story, and then look at DoW:Dark Crusade, where they were degenerated to some twisted form of Reapers from Mass Effect. Well even something stupid as playing Varian Wrynn in Garrosh deck is for me more stupid than that Lightlord. (Ofc pure storydriven)
