Not really, there are situation where Polluted Hoarder is better. You can't play Cult Master on curve on an empty board... Cult master value is heavily dependent on board state. I wouldn't be surprised if I see polluted hoarder on tempo mage, midrange hunter..It can have a place depending on the meta. Definitely not trash.
After the presence of mighty Piloted Shredder it deserves to be at least 4/4.
4/4 deathrattle: drawa a card might be too good though. Azure Drake is 5 mana draw a card and situations were you play the drake for the body and the draw is pretty common. I'd like to think blizz is trying not to have another "Shredder effect" where a card so good it would almost be an auto include.

Should have been Polluted Engineer instead with a battlecry.
Owling this cad is not that great. So it really doesn't matter much... Maybe battlecry is a bit better because of Brann synergies, but thats on a much later turn and not that good of a play...
I can see this card be played in Patron and Reno decks, instead of using gnomish inventor. People really want to see flashy cards, but I'm enjoying this tech cards.

Same :D + I like that people must think instead of auto-include + I love how most cards (so far) are awesome but not broken (especially for arena)
At 3 mana for sure it will be an autoinclude card on every deck's 3 drop slot.. The card is okay, I strongly believe that this card is far from bad as many people think. It can have a place on a few decks and there's nothing wrong with that.
I actually don't think this is that bad. Maybe it would be moe interesting if it was 4-Cost 4/2 "Deathrattle: Draw a card from your opponents deck" though that could be op. It should be ok where it is.
At 3 mana it would indeed be OP. As a neutral card, isn't it pretty well balanced though? My understanding was that card draw generally counts for 1 to 1.5 mana (see: Azure Drake, which for the stats and bonuses, is a pretty strong card). So ask yourself, would you include a 3 mana 4/2 in your deck?
This is probably good in Arena, and possibly good in Constructed.

Well a 4/4 battlcry draw a card for 5 sees play. And most of the time you play this one on for the body and the draw than his spell damage.
Loot horder is dirt cheap but it's pingable thus in some cases it does not genrate card advantage but that's not what he's for. He is there so that you can dig through your deck.
Polluted horder is okay tbh. Problem is it good enough? 4/2 divine shield servant of c'thun already outclasses him.

rather play Cult Master than this one. if it was at 4/3 stats, yeah why not. but not with 2 health
Isn't Cult Master just straight up better?
The Golden version of the card is secy enough that I'm gonna find a place for it. I'm thinking in one of my Reno decks
