The two decks are very different. To defeat one requires that you lower your win rate against the other. To tech against pirate warrior, you need consistent minion clear. Quest hunters play only a single minion, so your clear is useless against them.
If you can afford it I would recommend freeze shaman. It techs against every deck in existence and is consistently strong against virtually everything. Ignite has issues with fast decks like pwarr, shadow priest, cutelock, and odd quest hunter. Often they can kill you by turn 5 if you can't find removal (i.e. first flame) whereas shaman has more outs/ways to survive until turn 5. Not to mention how many people are actively teching against ignite now. Shaman is generally a safer and more versatile option imo.
I have tried to build one on my own, but failed and was so super angry, I broke my mouse.

Very hard to hard counter both decks, but maybe we will see a nerf soon.. - If you want to climb fast in Wild I highly recommend quest pirate warrior (cant beat them -> join them ...) - from my experience quest hunter is a harder deck to master to gain high win rate, but also less decks can counter it.
Nerubian Weblord counters Pirate Warrior pretty hard and get fast on the board than the Warrior.
With a good draw you can swarm the deck fast enough so you can kill Quest Hunter faster than he can finish his quest. But you need a bit of luck. I think sticky minions with deathrattle or divine shield makes it harder for Hunter to clear your board fast enough.
C'Thun Druid demolishes Pirate Warrior and feels like it is around 50%-50% vs Quest Hunter. But be prepared to lose 100% of your games vs Mages
My experience is different, maybe Im using a different build (Im using MartianBuu's list). It is favored against pirate warrior and I havent lost a single game against quest hunter.
Although it is wild, there shouldn't be 2 decks ruling for months. And even in duels you can't get rid of this pirate-quest-warrior shit, pirate synergy is too strong.
Whenever it turns out that cards are too strong in wild, they need to ban them, or to design a counter for wild only.

I really think the guy who developed this questline should be neutered. I was legend 2 years ago and from that day, I am stopping at diamond 5 wild, because the grind to legend is way too time consuming. Since the day questlines came to ruin this game, I need more than double the time to reach diamond 5 in wild. this month i am somewhere around plat 5 and can't stand the tsunami of warriors and hunters anymore. I really fear monday, when I have to 5 games in ranked for the quest ...

When I made this post I had just finished a game vs a Quest Hunter with my C'Thun Druid. I had a decent hand (but not the nuts), I played both Ferocious Howls with a full hand, I played twice Solar Eclipse + Branching Paths to get 24+18 armor (2nd time I also drew 1 card), and 3 times I found myself below 5 HP. I managed to kill the Hunter with C'Thun, the Shattered at the end at a moment were I was completely out of healing/armor and down to 7HP or so (so 100% dead next turn). I think they dealt around 80-85 total damage to me, it was insane. Pirate Warrior feels so much easier in comparison a you just drop some Spreading Plagues and you are set for a couple of turns

If this is for Wild, C'Thun Druid is a good counter against both of them (but kinda bad against everything else in Wild).

Probably pirate rogue has a chance to outpace them both. Although it should be close.
Freeze Shaman works really well against them as it locks up their hoard plus you can keep freezing their weapons.
If u play wild, ignite mage, otherwise any of the shitter rogue decks.

against warrior its enough to clear their board one turn, kill them on other one.
against hunter its about draw but you can be 1-2 turns faster.

There is a really cool anti hero power deck with cards that make your hero and your minions untargetable,quest hunter literaly cant beat that
For pirate warrior just go freze shaman
