Wtf? There is a thread about this just from a couple of days ago. And i have to tell you with these minions you are talking about its nothing wierd about it. they balance each other in terms of cost and rearity..
So whats your point here, i cant see since your topic says compensatioin? I interpret it as you want some sort of refound when cards in lower rearity are better or the same as a legendary, Which actually is not the case with these cards you talking about.

I put legendaries in 3 categories they can go into more then 1 they are exciting, "experimental" or pushed cards. Experimental effects is cards they not sure how to cost or card they think is to strong in multiples. This allow them to to try and better balance new card with the same effect or similar in the future.

IMO it is a kind of deflation on ancient cards,
they will become discovery or addition pools and never being put actively in deck.
and you are tempted to throw them away and obtain new ones. :P~~~
In the future, I think you can expect some legendary abilities today
to be transferred to rare/common cards tomorrow.

That's called power creep, friends. Welcome to Hearthstone.
It's like having new goods in real life appear cheaper each year. What do you do in such case? You start to value your money (aka dust in HS) more.
