I mainly play wild and therefore there are no rotation, which I love in some way, but also have the problem of bad design always being a problem. For me there are many candidates like Jade Idol, Patches the Pirate (especially before nerf), Barnes, Prince Keleseth etc.
But lately the cards I fear the most is Genn and Baku. The lists before nerfs In standard and Wild where Odd Paladin, Even Warlock, Odd Rogue and Even shaman, which where the best decks in their class. In standard there are also Even Paladin, Odd Warrior, Odd Mage and (maybe) now Odd Druid is the best way to build that class. In wild people has talked a lot about Even Mage. (but I have not faced it yet).
But why is it, that Even/Odd is the best way to build decks? It is because these hero powers are a free "card" (play a 1/1/ play two 1/1's, get a card, gain 4 Armor, equip a 2/2 weapon, cast Flame Geyser etc.) you can play turn after turn without using a card.
The problem with this is that you are only considering half of the card poll, and the cards you skip on is nothing compared with the infinite free value/pressure from your hero power. I mean Warrior skip cards like Blood Razor and execute in a control deck, because the number of opponent minions don’t matter because of “I just gain 4 armor, until I brawl”. Wild Even Shaman skips on minions like Tunnel Trogg (which some calls the best one-drop ever) for a totem.
What I find interesting about some of the worst designed cards is that they are cards that were already printed on earlier expansion but they can be utilized in an easy way with actually almost having no draw back.
Genn Greymane (always have a turn 1 play and play hero power almost every turn) - Maiden of the Lake (On going effect on a minion and only used honestly in some weird otk decks) Baku the Mooneater (can over power the opponent by only literally pressing hero power) - Justicar Trueheart (late game effect on an absolutely garbage statted minion) Prince Keleseth (getting a high value effect turn 2 with literally giving up nothing - The Mistcaller (garbage stats and dont benefit you as much since you can draw some key minions from your deck) Jade Idol (no fatique with endless swarm of minions - Dead Man's Hand (costs 1 more and reuquires 2nd copy to be in your hand, also doesn't give swarm of minions)
Jade Idol, Barnes, Shudderwock shenanigans (it should've never been possible to make a combo as degenerate as that, when you don't even have to keep certain cards in hand, you just play a normal game and then become unbeatable), The Caverns Below (polarizing is never good), original Corridor Creeper...there's quite a few tbh xD
even if they turned out to be bad, baku and genn pretty inherently encourage stagnant and same-y gameplay when you want to hit the hero power every turn.

Any Recruit or Summon-copy-from-deck card is awful design.
Any resurrection card is awful design (as it is now at least).
Minions should only appear summoned or played from hand, or randomly generated. No exceptions. Resurrection should return to hand. Recruit should simply be tutored draw.
As for Genn/Baku, i see no issues. It is enough to limit the cards that apply synergies with Hero Power, and/or spread them across the mana spectrum, to keep those decks in check. Eg the nerf on Level Up! and hopefully Thing from Below and maybe some others.
i may get lynched for this but imho Rexxar is the worst designed card ever. If you play the most aggressive-face is the place-hunter possible but play rexxar on curve against the heaviest control deck possible, you will actually out value your opponent with a single card that changes the whole archtype of your deck... call me stupid but that should NOT be possible in a healthy card game.
They aren't necessarily bad designed. The Ideas behind them are actually really cool, but they will influence the card design at least for every expansion they are in standard. If Blizzard thought Ragnaros and Sylvanas cripple card design then i don't know how they released genn and baku.
Shudderwock on the other hand because i think it is very frustrating to play against and again limits the design space for future shaman cards.
For Wild cards i think Iceblock and Jade idol deserve to be mentioned

As a priest player, I agree that Barnes is a major problem.
Frustrated and sucking at the game? Play big priest, jump from 9 to 3 with almost no losses due to the broken barnes mechanic.

The triple class cards for Mean Streets, when an intended archetype fails the classes get left in the dust.
Rogue quest is the worst of all time.
For current cards, I agree that Baku and Genn ruin a lot. All design for the next 2 years now has to work around those two uglies.
Some cards could be considered for horrible design but just are just so bad that no one ever played them (Temporus, Celestia, etc).
