Naturally not a power play, more of a value play, and you wouldn't be able to have any other 1,2, or 3 attack minions so it'd have to be a top heavy minion deck.
Hunter may work simply because of how many spells they have to stall the early game, Shaman and hunter may work due to Deathrattle synergy, though I definitely want some other opinions on this rather than just my own. I'll try those two out for sure, but hey, more ideas is always nice :D
Do you have the cards to test if this even works as you expect it? I don't, but I assume the triggers work similar to the Call to Arms and Knife Juggler interaction, where Knife Juggler would only trigger for each minions summed after him. So, if Master Oakheart recruits them in the sequence given on his card text it would not trigger Spiritsinger Umbra, thus foiling your combo.
the bigger issue for consistency is that you have to draw only Oakheart for it to work. Maybe in warrior you could use dead man's hand to set it up but otherwise the full combo would fail far more often than it is worth sacrificing early game options for.
Your combo has a >75% chance of failing by drawing any of the pieces before drawing and being able to cast Master Oakheart, so as AngryShuckie already said, you would need a way to get drawn copies back into your deck. Which basically put's you into Warrior for Dead Man's Hand
I've been playing a lot of dragon druid with Master Oakheart, Drakkari Enchanter and Dragonhatcher and let me tell you this: Master Oakheart is a fickle diva. Even with two copies of each of the only two combo pieces to pull with him, it happens fairly often that I draw all four before Oakie comes up.
For the meme combo deck you speak of, I'd definitely recommend including Thaurissan too, to give you a way to play the combo from hand, which will likely happen more often than the Oakheart play. And don't let your memes be dreams.
