They try to match you with someone with an identical record. The longer you wait, the more the system relaxes this, but I don't have any knowledge on the specifics. I'll give you an example, but keep in mind I'm making up the number.
You queue into a game, and it checks to see if there is anyone with an identical record. After X seconds, it relaxes this to finding you you someone with the same number of wins over losses. So a 6-1 with a 7-2. After Y more seconds it matches you with someone within 1 of your win vs loss record, so maybe a 4-2 with a 3-0.
They'll try to match you up with a person with the same record. However, if the system can't find one you might verse someone with a 8-1, 8-2 or 7-0, e.t.c record. Someone with a record somewhat close to yours
When you are on winning streak and have 8-0 currently, are you matched against another player with 8-0 (or similar record) or any random players?
Yep, the system tries to match u with a person with same/similar score, so more wins u have, u should expect ppl to have better decks.
Even tho sometimes when im like 1-2 and im matched with a person, i do not get how he can already have 2 losses with the insanely broken deck he has :D

True, but often times that doesnt even matter, some decks are so good, that monkey could play them and it would win anyway, by sheer value of the cards :P
