Apologies for my overreaction, I didn't realize that it would not be a good idea until now. You're most certainly right- which might sound like sarcasm, but I assure you it's not. Hopefully Blizzard is brought aware of the issues with it and they change it.
Most people have been asking for this for a while. The expansions are only about 130 cards so you will be getting nothing but dust in a short time. Most people would much rather have a classic pack once they get most of the cards from the expansion. I like that it is going to be a random pack but I guess you can't please everybody.
I think random pack is far better than 100% of a certain pack.
Under the current system, if arena is your thing, you will end up with a ton of GvG but if you want classic cards you have to buy them separately. If it is random you will eventually get everything.
Of course, you could argue it would be even better if you could choose your pack, but I certainly don't think this is a step backwards.
Blizzard will always maximize profit, of course, like any other company, in what world do you live in?
It is just like us playing HS for value, ohh, the greedy plays :)
if they focus on FTP, they will go broke, and we wont be able to play HS anymore (nobody wants that)
If you already invested in this game, just money or just time or both, didnt you have fun? didnt you get anything in return?
Even if you are a FTP for over a year and decided that now you will stop playing HS, you played an awesome game for over a year for FREE. how is that not fair?

of course, it would be better for every player if we could choose the card pack, it would also be better if we get 100 gold every 3 wins, if we pay 10 gold for an arena entry, if there were more cards per pack, if at least one card in each pack is not already in your collection, etc.
with only 700 arena wins, I almost have all common/rare GVG cards, less than a half of the epics, and missing quite a lot of legendaries, but I got over 5000 dust to craft 3 of them. On the other hand, I desperately need more classic packs, thus I stopped playing arena because all I got was turning 150 gold into 40 dust most of the time, while I can just easily spend gold in the card shop to get what I want. It's not about the f2p experience; even if you are rich, you would still find better ways to dump your money.
If the new arena only rewards TGT packs, this will happen in about 2-3 months for me. So randomized packs, while sounds like a horrible idea, actually will make me play arena a bit because at least I have 1/3 chance that I wont get 40 dust (I'm buying the pre-purchase). Also on my "f2p" arena accounts on other servers where I merely have <100 arena wins, collecting GVG cards wouldn't be even harder.
What I don't understand about this "allowing you to choose rewards will make less money" is that blizzard understands players can use 100 gold to buy whatever pack they want, not randomized, right? Grinders will just skip arena and grind gold on ladder anyway. If you think of them as "slaves," to my knowledge grinders usually don't appear in your rank level for efficiency. They usually stay in rank 18-20 to grind on newbies, making their experiences worse. If grinding is ever an issue, making packs bought with gold randomized is the best way to counter it, or even both, instead of making the arena reward randomized.
Okay, let's take one step back, and believe that grinding is an issue. How about let the players who buy arena tickets with cash choose, while with gold one will have randomized rewards? If blizzard thought token stuff is too hard, since one guaranteed pack will be rewarded no matter how badly one played, I am happy to just choose that pack's type. And its not hard at all, a list like the card shop, or similar UI like tracking, or even the old card back UI in settings they took out will work. It can be rewarded right after its chosen for data efficiency. I would love to pay for arena like this if I'm paying for packs anyway, using the extra 50 cents for extra fun, it also gives me a "collecting card" feeling, and more reasons to play hearthstone everyday.
I read from ADWCTA's TGT review that blizzard is probably not making a great profit out of arena and doesn't care anyway. Well I'm not sure about others, but I would want to buy 50 arena tickets if it grants me TGT packs as much as I would buy the pre-purchase.
