Yep, been using BREAD in Arena. Once you understand the environment you're in, you can understand why BREAD works. I feel your interpretation is off, not to mention misleading.
I disagree with the last post especially because all the turn 9+ legendaries heavily impact the course of the game. Deathwing wins games, Ysera wins games, Jaraxxus wins games. Late game plays are stronger in Arena because you can't really count on your opponent having such game-ending presence early game, games will inevitably drag on unless your opponent had a very good draft.
Better put, you pick cards according to their worth in mana. A vanilla 4 drop 4/5 in any situation is excellent, a vanilla 4 drop 4/3 is farm from it. Ragnaros has won me so many games, Pyroblast all the same. You cannot compare a Leper Gnome to a Yeti because they are both equally strong picks, you pick according to its worth in mana in relation to your curve.
As for hero powers, yeah, I guess. It doesn't really shift the balance of power in using BREAD insofar as differentiating options. I'd mentally rank an Imp Master higher as a Priest than other classes, for example. In the end, the hero power is supplementary to the deck in Arena as opposed to being built based on it.
