Just before SoU came out, I played a few arena runs and was only averaging 2-3 wins, and I think I even went 0-3 once. However, after SoU I've played atleast 10 arena runs and went atleast 7 wins on each of them, and even had a couple 12 win arenas. Is this because newer players have started playing the game after the release of SoU and the arena power level has therefore decreased? Or does it have something to do with the new cards?
I've yet to jump in Arena since the expansion as I'm busy and taking a bit of a HS break but as a former and future Arena only player I can say that yes, the meta is generally a bit softer at the start of an expansion or new meta.
-The arena player pool broadens at the start (not just new players, but also people who generally don't play as much arena and returning players who haven't played in a little while).
-People haven't adapted to the new meta (not just the new cards per se, but also the amount of 1 drops, 2 drops, etc. in the offering pool, the speed of the new meta etc.).
-At the start of a new expansion Blizz takes some time before adjusting arena buckets...this usually leaves some overpowered cards too lowly bucketed or sometimes trap cards are too highly bucketed.
Also you mentioned playing at the end of the previous expansion. Generally speaking the arena player pool at the end of an expansion is smaller and more populated by experienced arena players who have fully adapted to exploiting the by then stagnant meta, so you're less apt to win as much.
Many new players play Arena at the beginning of the expansion. Arena streamers and pros used to farm these people at the start of the expansion for better leaderboard position, when leaderboard was a thing.
My experience is exactly the opposite. I used to average 5-6 wins (though I haven't played a lot of Arena and even when I did it was years ago). Now averaging 2 wins in SoU, Just went 2-3 with my shaman deck as I got 3 mages in a row who all discovered crap out their asses for the win, every possible turn. /salt

Yeah, this has been my experience as well. Used to average around 4-5 wins, stepped away from Arena for about 3 months or so and have tried getting back into it but it's been a disaster thus far. 3 runs where I went 0 - 3 (was never that bad previously), couple of 2 win runs, 1 4 win and 1 5 win.
I used to play a lot of Arena, back when it was Standard, and it was easy to jump into Arena since I knew what each class was capable of doing as I knew the card pool. Now that we get this mix-mash of expansions I have to piece together expansions & cards in a format that has never been seen before. Then after just 2 months the Arena expansions get shuffled again. So jumping into Arena requires a bit of homework and knowing the card pool. I can see how some like this, and I agree it's refreshing, especially for hardcore Arena vets, but I miss standard arena.
So since these changes I would say that Arena has gotten easier for those who play a frequently, and harder for those who rarely play.

It all comes down to your draws by drafting or playing. Zero skill involved.
