As the poll says, and I know some of you might say "yeah but you can still use a pen & paper to do the same thing" it`s not the same thing.
I mean I build my decks by my knowledge, it takes sometimes even half an hour to build one, and I meet (RNG perhaps) people that have like the perfect constructed combos. Maybe some are using it, some are not, still I find it unfair that it exists. I have a friend who has 6-7 average arena wins per run, and he uses it, and when I play against him I almost wreck him every time.
1. Arena helpers only help you with the draft, which is only half the game.
2. Even on the draft, they only help you to a point. They do a decent job of taking a clueless player to maybe a 4 wins per run average, but beyond that you're going to need to learn on your own - know when to pick against the helpers advice and eventually just ignore it altogether. As such they are really just a 'fake it until you make it' tool. Your friend who is averaging 6-7 wins per run might be using it, but if he has got to that level he isn't just blindly picking whatever the app tells him to, it's probably more as an 'extra pair of eyes' in case he misses something.
3. How would you 'remove' them exactly? Maybe Blizzard could put a lot of effort into putting cookies onto your computer to detect if you are running these programs. But all that would do is remove power from the masses and concentrate it into the hands of fewer tech savvy people who are willing to put in more effort to 'cheat'. And where would you draw the line? You can't stop people printing out tier lists and referring to them.
