In Arena your actual collection size doesn't matter since you are offered random cards to make a temporary deck. If you are new to Hearthstone, then it can be challenging due to lack of experience. Good luck with your Arena runs!

I would suggest watching some streams from players like Trump, Kripparian, and ADWCTA. They are all excellent streamers and often explain their choices really well.

I thought the the pack reward was supposed to be a random expert pack between GVG and the Basic set? And then when the Grand Tourney packs come out, those would get added into the mix as well for the pack reward? I could be wrong so please correct me if I am. :)

I would say that if you are new to HS you have to hit the arena quite often. You will learn the basics there and also with time you will literally get free packs there as well.
I'm playin' since beta, but I always had 1 fuckin win and no more (and every goddamn time, it ends with 1 win). Seriously, to get 1 fuckin pack it isn't need to cost +50 more gold... Goddamn lucky bastard...
I've been a constructed-only player for about a year, but the meta right now is so stale and boring that I've really gotten into arena. I recently got my highest win total with a 9-win mage run, and I'm averaging just over 4 wins per run. Someday I'll get the kind of draft that even I, a mediocre arena player, can pilot it to 12 wins. Until then, I'm having a ton of fun and the experience each game so varied compared to the junk you find in constructed right now.
Is every pack's chance of being reward 1/3 or are probabilities weighted differently? What is expected value of amount of drafted commons/rares/epics/legendaries in single draft? Is every card of rarity of pick as likely to get chosen for pick or does card set, neutral/class or basic/common affect chances to get chosen?

I'm not sure of the exact ratios used for randomizing the card choices in Arena, but I do know that they boost the percentage for the latest expansion or adventure, so you get a chance to use those cards more.

I'd say it's helpful in that I would agree that mage, paladin and rogue are very good, shaman mediocre, warlock a bit less so as it is less reliable and more dependent on whether you are particularly skilled with it... warrior generally isn't that good but can be alright if you have skill for it, hunter and priest are best avoided.
Then if you are new use Hearth Arena gui tracker to show you on-screen ratings for the cards to pick. Over time you should be able to predict which one is the better one without or before seeing the score... and you may learn to 'know better' when the calculations fall a bit short for specific scenarios.
On icy-veins there are arena tier lists for every class that basically do the same thing for scoring if you don't want to install anything and you would have to do it manually. Even if you have general hearthstone experience, not every card is as obvious as to whether it works well in arena. Other rules apply in arena, namely maintaining a proper tempo and mana curve, ensuring as many halfway decent or better damage spells as you were able to pick, sticking a bit to the archetype of the deck you basically put together, keeping a good balance between staying on top of board control but at the same time staying a few steps ahead to make sure that you don't run out of steam trying to desperately make something work... because that puts your eggs in one basket and if that doesn't work out well enough it can be disastrous as falling behind often means defeat.

I'm not going to state I am a good arena player but I do feel that HearthArena and tier lists can be misguiding as they value the cards, solely based on 'face value' (tier lists) and combined with theoretic synergy (HA). They however don't take into account what the current meta is and if a synergy is likely or not. Having mech synergy with a 1-drop mech isn't very useful for Gorillabot A-3 as you want to play a 1-drop on curve and keeping it in hand until you can play the Gorillabot on turn 4 or later isn't always the best play.
Furthermore I think that your personal play-style is also important and you should invest time in why you would want such or such card in this deck you are currently drafting. Looking to Arena Streams has learned me that you need to have a play or a good reason to play a certain strategy or make a decision to increase your chances to win. The fact that's only a chance is also important: you can make the perfect play and still loose because your opponent just drew into a perfect answer, which he gotten of from a random generated card... So think luck, and this can also benefit you: don't give up, there are some sick combo's in Hearthstone that can pull you true. Take time to go through the different options and think ahead of how the current board state would most likely develop.
My general rules for playing Arena are now:
Know what your role is in any given situation: am I the aggressor or the controller. Which is also very important on how you will need to value cards in your draft.
Typically you make value trades in Arena, unless face is the place. Which means you are looking at 2-turn lethal or don't have any other win-condition left in your deck.
Play around common cards and current expansion cards, rare cards or just that, getting really rare. Unless playing around a certain card isn't hurting your chances to win. Remember it's all about probabilities and increasing your chance to win.
In my many 12 wins in arena, the most success i've had was when i got like 2 or more flamestrike or fireballs
the rest of my deck was most of time extremely stupid but those flamestrikes always pulled me through

I've actually learned alot for arena by watching Kripp, That's what I suggests if you want to get some more knowledge about arena.
