Nefarian will spawn the most cheap spell and the most expensive spell that are both most commonly used, all the time. For example against a rogue it won't be Shadowstep, only Backstab and Sprint, every time.

I think this would actually be very simple to implement. The issue is that you'd have to create an alternate implementation for every single RNG card in the game, which would probably be as much work on the poor software developers as creating a new expansion.
Still, it's a nice dream.

You need to implement a duplicate for each card, is what is hard to implement. More so, it is not about implementation, it is about re-designing bunch of cards. and such nonsense takes time. A lot of time. not worth it.
i think it's kinda boring how most people are more worried about how difficult it is for the blizzard staff to implement this brawl than to the acctual way they would be playing it. i think the thing that i'd like to see the most in this is what are the people reactions. Everyone has been complaining about RNG on almost every brawl so far... wonder what would they say this time after playing a bunch of it.
It revolves around all random effects not being random anymore.
Cards like Imp-losion and Crackle have been averaged and rounded down in the case of Lightning Storm for example.

Cards that summon random stuff like Webspinner and Piloted Sky Golem will summon only the average minion of all it's usual pool, which in this case are Stranglethorn Tiger and Dark Iron Dwarf.

Animal Companion will always summon Misha
Enhance-o Mechano will give Windfury to the leftmost minion, then divine shield to the next, then Taunt to the next, then start again...

Seems super boring and doesn't bring anything new. You'd only see decks you face in constructed.

Actually, looking at the next brawl's art, it might be one of the following
Masquerade: All minions have a random tribe.
Murloc Party: All minions count as Murlocs
The second would make a Shaman dominant, but it would still be fun to see all minion gain Murloc buffs and trigger Murloc effects.
Give a man a Murloc, and he'll eat for a day.
Give him a Murloc Knight, and people will hate him.
