I picked everyone one of the empty buckets when I got best friends forever in Lazuel's deck. You want to be able to consistently copy him for the following boss.
The idea is that if you already like your deck the way it is, you can choose the empty loot chest to not dilute your deck with worse cards. I picked it a couple times as Dr. Boom because I had a very aggressive deck and didn't want to be forced to take expensive cards that would slow down my deck. If you play as Rafaam you will notice that he has a treasure that reduces the cost of the next card you play to 0, then removes it from your deck. That treasure is there for the same reason, so that you don't have to dilute your deck with bad cards. If you have less cards in your deck then you are more likely to draw your strongest cards (treasures) and fulfill your chosen strategy. You can see this philosophy come intoplay in many card games. For example in MTG the deck size minimum is 60 cards. You can choose to play more cards if you want to, but nobody does because there deck would become weaker and less predictable. Sometimes less is more.
I got it on the final boss of my first run. Snap picked it thinking it would be something special, but it's literally just nothing. As the others said, could be useful if you're looking to keep your deck intact as is.
Anyone else get this option? Why would they have this? lol

It’s so you can draw your Best Friends Forever guaranteed on turn 1 each time.
It makes doing the brawl very easy.
