Noone ever said that every brawl should be for everyone. There are very limmited elements in hearthstone that can be considered as progression, one of them is collecting cards and having a large collection. The more blizzard makes big collections matter the more meaning there is to collecting cards. This is something that your wife, if she actually plays the game enough, is probably going to appreciate without even noticing it in the future.
That said i'm sure that she probably can make a deck with some class, not necesairily shaman, and relatively new players can win with Hunter. Also, the game has a mmr system which should pair her with people of simmilar skill and collection.
I did it yesterday in US server (my main account is in EU) at the second try. I was a bit lucky, but i chose Druid to try to ramp before my opponents, it was my only possible advantage as i dont have anything in the US region :)
First game was against another druid, a golden druid fully equipped, and I lost. Second game was against a golden warrior, I assume he was also fully equipped, but he didnt got the time. I played the spell that lets you choose between buffing your minions or putting a 3/2 beast. Then gave it +2/+2, Wild Growth, and Innervate for the 9/5 basic beast for 7 man followed by 7/7 divine shield from GVG.
So yes, it is not easy, and for sure, not as fun as it is playing with other classes (i have built 3 different decks with 3 different classes in EU now), but you can still get away with some wins (and of course, your classic pack).
I don't really believe ppl can't play this brawl, I played it on NA where I don't play at all and I don't have almost any cards, yet I managed to play it.
I just checked and if you really have only basic cards, then just go with 2x core hound, 2x stormwind, 2x war golem And every class has around 10 basic cards so that puts you on 26 cards, so you only need 4 common or better spells and you are good to go.
Just my 2 cents, it's gonna take a while before you win probably, but atleast you get a pack.

You can always play Face Warrior with lots of weapons. Sooner or later you're gonna win one and get your pack. If you're feeling smart you can even put a single minion (Majordomo Executus) in your deck so that if you run into the inevitable Shaman/Priest you win by default.

Sometimes what they produce doesn't cater to everyone. As of this week, they've created 30 distinct brawls, and will have to come up with an indefinite number of additional brawls in the future. It's hard to continually produce new content and have it be perfectly accessible to every player at every stage of the game. I'm going to go out on a limb here and say that it takes much more development time to come up with a preconstructed brawls like last week's brawl (new cards to design and implement, balancing, etc) than something like the brawl we got this week.
Besides, Tavern Brawl is free. It's not like arena where you're paying an entree fee to play. If you can't play, maybe they make less money off of you, but at least you're not getting ripped off. They don't really have any obligation to fulfill to you. Come back in a week and try again. Until then, just keep slowly building that collection, and enjoy the game.
On a side note, really surprised to not be seeing any more druids in this brawl. While I get that a lot of people have probably dusted Astral Communion, I would've thought there would be a lot of people going for the ramp strategy.

Point is, while testing out Warrior I was being owned by a ramp Druid and he stop attacking at my 1HP and let me take the win. It is really nice to meet nice dudes in Hearthstone. Especially when you need that 1 free pack like this. Give chance people!

Except the entire reason WHY Tavern Brawls give a free pack as a reward is specifically to help new players with their collection. It's also why the free pack is always Classic. So making it inaccessible to new players defeats the purpose.
So I have an American account that I've had since beta, and a Europe account that I started when tavern brawl started (so I could try the brawls the moment they came out). So my Europe account doesn't have many cards, but one was Astral Communion. Between that, nourish, innervate, and wild growth, I managed to ramp out and win 5 out of 7 for the tavern brawl quest with things like core hound and war golem.
If you don't have the best cards, then just try to build a deck where its possible to get a god draw and have a huge advantage.
I think everyone that has a lot of cards should be friendly and randomly just concede Brawls if they see that the other player has a hard time.
I've had a rule every brawl that as soon as I can after 22.00 (CET) I play a brawl, usually win directly since noone has cared about net decking yet. After I've won mine, I start a new brawl and concede. Maybe friendly maybe unfriendly. Do I ruin someones fun? No, they can still play if they want..
I'm just glad to see a Brawl without any Flamewaker Mages. At first I thought it was gonna be impossible for new players to even make a deck this week, let alone win a game with only maybe 4-8 minions and mostly useless spells. This week they encouraged net-decking. After many frustrating games on my f2p account I finally checked hearthpwn and realized, "Oh yeah, I could just play Hunter with bows and secrets or Warrior with weapons and removal. I'm a moron!" Still waiting for the solitaire brawl (no duplicate cards) where anyone who doesn't have Reno is SOL.
Priest is pretty good in this brawl. Their class classic cards are already very good and with some bunch of 7+ drops they can easily catch up on the opponent. And I guess then just very new people will have a hard time.

The OP's central allegation is that for newer player, due to the reduced pool of minions, they were unable to build a deck with 30 cards, let a lone a competitive one. I have 3 alt F2P accounts I used to get the launch (now called fireside) card back. I will test the theory and report.
Update: I was able to build a Druid deck. I had to include a lot of crap cards and was sure I would lose. I was able to defeat a mage and earn my pack. I will admit his opening salvo was Arcane Missiles to the face.
The problem is that when beginner see some rules like this they just think that they have to put 7+ minion to win.. and that the player that have the best cards will win... which is false.
The first deck I made for this brawl was a face spell mage (plus mirror entity is good if you have it). You can do the same with hunter or warrior. You can also do a buff paladin. None of them need to have bigger cards than your opponent or even any legendary cards...
It is pitiful.. the same thing that players complaining about luck on ladder saying that they are not legend because they are not lucky...
Yes brawls are good for helping new player complete their collection and yes it is totally possible to win having only the classic cards.

There are 5 Basic minions that cost 7 or more. 2 of them are class cards (Ironbark Protector druid) + (Guardian of Kings Paladin) That leaves 3x2 = 6 for Shaman and there are 8 spells from Basic for Shaman that makes 8x2 = 16. 16 + 6 = 22 so yes.. unless you were lucky in your free packs, you can not play this with only basic. Let's say that you've collected gold and bought Naxx wings instead then you will not have enough since there's 1x2 Reincarnate and 1x1 (Kel'Thuzad) 7 mana cost minion from Naxx that you can use. (and KT is the last wing so that's alot of gold to get him)

Apparently, Hearthpwn won't save your signature if it's empty.
