You can Finley bombs in your deck into your hand, so they don't explode ... so ... there's that ... I agree, you should Hagatha plagues into your opponent's hand.
Magatha, Bane of Music should be read as "spells going into your hand". The DK spells are casted directly, thus go not to your hand and in case of Magatha, Bane of Music are then also not going into the opponent's hand.
If that is what you should read then that is what it should say ... and again Sir Finley, Sea Guide ... puts bombs in your hand, which you draw (swapping them means you have to draw them ... logically in English; you cannot swap a card without drawing a card) from the bottom of your deck, and bombs are "cast when drawn".

Says swap not draw. I understand you need to draw those cards in order to swap them but there isnt a mechanic that shows you counting out the cards at the bottom without looking at them then taking the whole stack. So understand this is what truly is meant by swap.
I´m talking about her: Magatha, Bane of Music
Arn´t DK plagues spells? Instead, late in the game I just die because I draw unlimited plagues :(
-Why Flame of Odyn (also damages adjacent minions) doesn’t work with battlecry : deal X damage when you craft an Ignis’ weapon ?
-Why Mind Tech Controller doesn’t trigger twice if there 5 minions on board and you have played carniblock before.
Answer : Inconsistencies.
It’s frustrating because your are rarely rewarded if you make unconvential moves.
Maybe it’s not categorized as spells via coding
When you play Steam Guardian a Plague can be drawn.
Because maybe plague casts as it's drawn so you don't get it in your hand to then give to opponent
The Plagues cast WHEN drawn, not after
Blood Plague

Also Jotun, the Eternal casts plagues when drawn, which seems to be an inconsistency as well.

You don't "draw" any cards with Finley's ability. He merely swaps the positions of the bottom of your deck with your hand.
The Stack
Cast on Draw never puts the card in hand which is when magatha's swap triggers
