If I play against a Mage on ladder and they go Reno Jackson hero, I slow down and wait for Reno Jackson to throw the game just for entertainment purposes.
The most likely way for Reno to throw the game is cast a spell that draws cards as far as I've seen.
I would say objectively, he is not the worst, because on average, a random spell is good or neutral for the caster. And his ability to completely clear the board without activating deathrattles or putting the minion in the "graveyard" is really good.
If you've only ever found the opponent is casting unfavourable spells, then you're quite lucky, good for you!

Shammy DK has always been pretty bad, tbh, though saw some evolve usage. Original Jaraxxus has been pretty bad for a while, ever since burn powercreeped to 15, though arguably he doesn't count. The pally one occasionally managed an OTK, though was generally used for the weapon, iirc. Warrior one was pretty bad, but meta was probably partly to blame.

No he is not. In fact he is one of the best.
The battlecry is excellent but 10 manas put him more in the weak side.
For 9 manas he will be one of the best heros ever.
10 manas card need to be in the same level of warlock DK, a wincon by itself to be good.
He is amazing especially since highlander mage always has good follow up
