At rank 14, I play so many Rogues that go all-in on Lackey generation, and run out of gas 2 turns later. Are they playing poorly, or are Lackeys overrated?
So, if you're Shadowstepping a Miscreant, then you're just getting two more 1/1s that do very little most of the time, and then I play Mossy Horror and kill you because I'm curving out with actual THREATS. And if you end up doing a play like evolving said Miscreant with the Witchy Lackey (I see it all the time), then you've essentially spent 4 mana to get a random 4 drop, a 1/1, and a random Lackey in your hand. Is that really worth it?
If you can't see the strength in a 1-mana minion doing one of following things: Discover a spell, deal 2 damage or give rush and +1 attack (the other two are okay but these three are insane for their cost) then you need to rethink what you know of HS.
There is a reason they nerfed rogue and Lackeys did their part in that.
Some lackeys are better than others but in general, the battlecry effects are worth between 1.5 to 2 mana. The 1/1 body attached to it makes every lackey extremely under-costed. Miscreant is still insanely efficient even after the nerf.

What am I missing, or what do you think?
You don't say what kind of deck you are playing exactly.
If you are running Mossy, I suspect your deck was designed to be a hard counter to Tokens and Lackeys, in which case you are never going to see the Rogue deck do what it does best.
Play an otherwise-strong deck that is not so favored against Rogue specifically, and you'll see why Lackeys are so powerful.

it''s more of a problem with your opponents overextending isntead of saving their lackeys for their combo plays or for when they really need them, but the lackeys are really powerful
No, not in any way. The highroll potential makes them arguably the strongest standalone cards ever, 1 mana 5-5 kind of strong. Your logic seems very questionable to come to the conclusion that somehow the immense tempo or value of them somehow constitutes average.

If you thought you knew what you think I know, then you'd know I knew you knew I know.
Playing control shaman with x2 1 mana murlock I never have one situation the lackey don't help, of course you can't complain for not be able to come back in a completely lost situation with 1 mana minion, but in any other situation any lackey helps, especially in a class can't ping, the rush and 2 damage ones are life savers.
In other hand I already have winning situations from nothing with lucky random MillHouse and Succubus from lackeys.
For 1 mana is in the edge from very good to broken.

You’re at Rank 14, that’s what you’re missing.
No, they not overrated, all lackeys have strong effects for the mana cost and the only maybe weak lackey generator is the neutral 1/1.

The lackeys were a rogue expansion pack. Such a shame I'm not a rogue player.
Lackey is good vs tempo or aggro decks but vs a control deck like CW yes they mean nothing really
