The question is in the title. I know two sites - tempostorm and hsreplay. Which one is more actual for EU server? Decks and tiers on these sites are different, so I can't understand, which one I should believe.

They are so different because tempostorm tier list is garbage based on subjective opinion.  If you take a look at the stats-based tier lists (like Vicious Syndicate or HSReplay), you'll see that they're basically the same.  It doesn't have anything to do with server

There's currently no free way to filter by server, but if you're willing to pay up for an HSReplay subscription, you can filter out data from other servers and ranks.  You can filter by time frame to get an accurate picture of the recent trends.  Not a paid endorsement, I swear!  Alternatively, I guess you can camp out at the homepage and wait for the "best deck in [region], [rank]" to scroll by.  It's not really a full tier list though
