Because they probably feel the trade off of not having early game spells is worth great power. It is a build around card that dictates your whole deck. Spiteful priest can’t run shadow word pain, death or power word shield or potion of madness, some of the best early game cards.
Blizzard should make a special stream lessons or youtube videos in which they explain the the only way hs should be played is with supa dupa 1000 IQ control/combo homebrewed decks and 30 minutes long match is a minimum time period that proves you're not braindead blah blah something etc.

You have a big reward for a big downside, you have a big tempo play in turn 6 but have to give up many very good cheap spells for that, you can't put many high cost spells in deck because is risky a terrible start hand and if you put very few high cost spells you risky draw all of them before have the chance to play the minion in turn 6.
Compare this with bullshit OP card like Creeper, a 0 manas 5/5 to play in turn 3 or 4 and no downsides at all, we need more card who challenge us when build the deck instead brainless auto-include bullshit like Creeper, Patches and Bonemare.

I don't consider it as much of a low skill cap card as people say that it is. Your deck needs to function for at least six turns (five with the coin), or longer if you don't draw your summoner, without any spells used for controlling the board, smorcing face, or gaining tempo. You have to solely control, smorc, and build tempo with your deck solely through minions and that does deck some planning to do with the minions that you have access to in the first 5-6+ turns of the game.

They couldn't nerf the card without killing the archetype it created. (I don't think decreasing its stats would change much)
