i was in the exact same spot when i began playing. i actually found the trump teachings video series on youtube and used those decks to grind daily quests and ladder. These videos also taught me all the basic concepts of the game and i would recommend you watch them.
In my opinion your actually doing great if your able to get to rank 19. But you should focus more on increasing your collection and grinding gold rather than ladder in my opinion.I would recommend you complete all the daily and early game quests like getting all your heroes to level 10 and beating all classes in the practice mode( these will give you alot of gold and all the basic class cards). There are many others secret quests which you can google as well. Increase your collection by getting packs.
Also get the free death knight in the knights of the frozen throne solo adventure and get 10 packs of each set as you are guaranteed a legendary from the first 10 packs.
As for ladder , with the current amount of dust you have i don't think you'll able to craft a complete deck. I obviously do not know what you have as i cannot view collection but mid range hunter and zoo are the best starter decks.They are fairly cheap and will get u up on ladder. i began with mid range hunter and got to rank 10 when i got the complete deck. you can find the lists in the budget deck section.
For the first month I owned the game, I was a hunter main. You can build a very strong beast tempo deck with not much dust. Also, zoolock is a good cheap deck. If you have some druid cards, consider Jade druid. You don't necessarily need Aya when you first construct Jade druid, a lot of the cards can be added as you go.
Thank you all for help I just set the collection to public, sorry about that. Yes I'm doing all daily quests, did all adventures, all characters are above 20, did all hidden quests, bought Kazan adventures, also when I got 150 gold I'm doing arena instead of buying packs. I will take a look at deck you recommended and see what I'm missing. Again I really appreciate all your posts.
I would not recommend arena, especially for a newer player unless you can consistently get 5-6+ wins. It ends up wasting money more often than not. Buy packs and such till you can get a better handle on the game. Once you get better at the game give arena another go.
Google free hearthstone decks and you can see decks that are made with lterally just free cards you get, so they cost 0 dust and they are good enough to take you to 15, if you have a couple better cards just take out some free ones in favor of those but honestly it's just about learning the game and learning your deck and its match-ups you could have a tier 1 deck and still be stuck at 19 if you don't know how to pilot it properly and how does it work against certain type of decks.
Arena can be fun, but it’s a whole new learning curve. I second the others who recommend getting straight packs for value.
Hunter zoolock and aggro Paladin are all relatively cheap.
If I want a quick tank 5 I usually default to murloc pally, which isn’t as cheap, but you can start with the aggro shell and build on it as you get dust.
The shell can be built for virtually nothing. Zoolock has been a staple since forever and while it does fall out of favour for periods of time it always seems to come back. Again the shell is relatively cheap and as you get dust you can build on it.
Edit* forgot to mention inner fire priest.... super cheap - built it for my GF who has a very limited collection and still manages to rank up between 17-10 most months. Essentially just find high health minions then combo divine spirit inner fire win.
Aggro Druid is also another deck not mentioned that can get you high up the ranks.
In the past few months I've mainly used budget versions of Mid-range Hunter, Aggro Druid, Zoolock, Aggro Priest, Secret Mage, to get to Rank 5. There's a bunch of decklists out there on Hearthpwn that you can look at and build on, and if you're looking for some more specific cards to craft, you'll ideally want more than 135 dust, maybe up to 1000 dust, or more packs, but it's a start.
Let's say you have 200 dust and you absolutely needed to craft some missing cards right now (rather you'd prefer to open some of these in a pack, so be patient if you're buying packs through gold.)
Aggro Druid: Mark of Y'Shaarj, Mark of the Lotus
Mid Range Hunter: Eaglehorn Bow, Crackling Razormaw
Aggro Priest: Kabal Talonpriest, Shadow Ascendant, Potion of Madness
Secret Mage: Kirin Tor Mage, Kabal Crystal Runner
Zoolock: Kobold Librarian, Crystalweaver
Neutral cards: Cobalt Scalebane, Bonemare (these cards are super strong and common, from KFT). Also Corridor Creeper is the #1 priority craft right now, if you have 800 dust. That card is busted lol.
Again, I would recommend that you do not craft too many of these, as dust is so valuable and you can open them in packs instead without wasting dust.
These would be some key cheap cards you'd want to have for these decks.
It may be cheap, but it's wild. All those cards will need to be crafted with dust and be less useful outside of this specific deck
Just make a zoo-y deck with good tempo cards and it should do fine to r15 unless you're on EU or something. Hunter is recommended. Craft pairs of Bonemare, Cobalt Scalebane and Corridor Creepers. They're not only great in your early tempo decks but also staple in most high level competitive decks
what does EU means? if that I'm form Europe than yes I am :) to be honest I'm a bit lost with all those words like "shell" "tempo" "aggro" etc. Well lot to learn I guess :)
Dr Draw priest? Man. that's a veeeery old deck from the beta days. When we didn't have ranks but floors.
One tip when looking at your inventory is to use the word "Extra" in the search term. This will show up any gold cards that double up on basics you may have and will get you some extra gold.

This would be the optimal use of you gold at the moment. Make sure to Get 10 packs of Un'goro, Frozen Throne, and Kobolts and Catacombs. Other packs is not that important as they rotate out soon, so focus on making a good ground for the next year in hearthstone. If you however plan to play wild, then get 10 packs of Whisper of the old gods, and Mean streets of gadgetzan as they properly not will be able to be bought with gold after the rotation.
As for decks I believe the others in this thread have given some really good ideas on what to play. You can take a look at "hot budget decks" in the deck drop down menu at the top bare and see what you are able to play
I'd recommend thinking about dusting some of your golden commons and rare. Firstly, they are rarely used ( Shrieking Shroom is not good enough, Mana Addict , Worgen Infiltrator and Secretkeeper can be useful, but are not at present). You will get these Cards anyway from your future packs (just not golden) and it gives you another 350 dust to work with.
On a side account, I get easy to 15 with such a deck (in the second half of the month at least).
Edit: as to buying packs, do get also packs from mean streets of Gadgetzan and whispers of the old gods until you get the legendary. It is worth your Gold, even if you get the leg in the 10th pack (either because it is a good legendary or because you got 400 dust from it).
In budget nothing is better than hunter, with only commons and few rares you can make a deck good enough to rank 15.
That said your best option is learn arena, if you get good enough to win a least 3 or 4 games for run you made a collection much more faster than buying packs.

Some useful links for new players. Bare in mind some of these are slightly out dated but the general concepts or decks are solid and can be and probably should be modified based on your collection and the fact a few expansions have been out since. But could give you some good starting points.
Also a very good resource of help is the Hearthstone streamer Trump and his Trump Teaching series’ on YouTube. He has both older basics and beginner videos as well as some newer specific deck guides. Very good resource.
Once you get better at the game spend some time learning Arena. WIth Arena, if good enough, you can get packs and gold more efficiently. Tools like Heartharena.com really help here. But don’t jump straight in here till you feel comfortable with the game.
Also once your getting better look up HS decktracker. Really useful tool as a way of keeping track of cards played.
This site is good for searching for budget deck just filter for low dust amount or by your collection and make sure it’s Filter for latest patch and you should be able to the look at the higher rated decks.
Also once you get a larger collection checkout sites a like TempoStorm, HSReplay And Vicious Syndicate for ideas of top tier decks or similar you could play.

And then my advice would be to build a spell heavy Jade Druid with Arcane Giant and Gadgetzan Auctioneer . You need all Jade Cards (except Aya Blackpaw ; she's a very good Card, but too expensive for you) namely Jade Blossom , Jade Idol (you already got 2), Jade Behemoth and Jade Spirit . That should be 240 dust. You should have another 200 dust for two Nourish or you will have not enough Card draw (you do not own Ultimate Infestation ). Besides that, you can include Innervate , Moonfire (both mainly to be cycled with Gadgetzan auctioneer), Wild Growth , Power of the Wild (early drop or buff your board after 2-3 Jade Cards), Wrath , Druid of the Claw , Swipe , Moonglade Portal and Starfire (the last two are the first I'd cut).
Spreading Plague and Bonemare are also useful Cards (and Corridor Creeper or Arcane Tyrant but these are epics).
On a side account, I get easy to 15 with such a deck (in the second half of the month at least).
