According to hsreplay.net, that deck drops off in win rate right around where you are due to the prominence of aggro decks. The guy who posted it made his legend run in the first few days after the most recent patch when things hadn't settled yet.
I'd look at the "Hot Budget Decks" option on the Decks menu above. Deck archetypes that are doing well in that range and can be built relatively cheaply include tempo rogue (probably requires crafting Prince Keleseth), murloc paladin, zoo warlock, aggro-token druid, and token-evolve shaman. Tempo Rogue and Zoo Warlock get a lot of value from cards you already have like Bonemare and Cobalt Scalebane, so they may be not so bad to craft.
Actually, after doing some poking around, midrange hunter decks like this seem to be doing somewhat better, and might overlap better with what you're likely to have in your collection. This deck would be pretty solid up to about rank 5.
Look I am a F2P Player. I play pretty casually so Im only Rank 11 at the moment, but I'll give you a few tips that help me out.
When you play you have to know that you are at a Major disadvantage against those who have payed a lot of money and have more complete collections.
Because of that you will have to rely on your In Game skills and your Deck-building skills to be able to compete you have to work with what you have.
Stick to 1 Class THAT YOU LIKE TO PLAY and dedicate all of your resources to it. For example I chose Priest, I wouldn't recommend you play Priest as a F2P Player because it is expensive, but I loved the Playstyle too much to care. Don't forget Arena is the most efficient way to spend your gold, and make an effort to complete Quest.
After you got the class you want to invest in, take a meta deck and conform it to your playstyle then just grind it. When you lose most of the time it will be RNG but take it upon yourself to point out every single misplay as you make them and learn from them, make an effort to improve yourself. When you lose and are tilted simply go play another game, as it will effect your performance.
Yeah, hunter's tough right now because it doesn't seem to be having much success above about rank 5 even with a more expensive deck. I generally agree with Divine_Priest who suggests just picking a class you like and sticking to it for a while, but hunter wouldn't be my first choice for that either right now or for the last year or so.
Still, while your deck is not super strong at higher ranks, it's not horrible either. It seems to be averaging just under 50% win rate. Up to rank 5 you can keep grinding away and make progress with bonus stars. It might be worth putting some time and effort into just tightening up your play, trying to anticipate and play around answers to your deck that devastate you right now, and learning what works and what doesn't vs. other common decks.

Personally I don't thing Hunter is good at all, even when it was Hyped up after the Druid Nerfs, I still have a 72% win rate against Hunter. Until Blizzard prints more cards that Compliment Hunters Aggressive style instead of pushing Control Hunter, I wouldn't invest in Hunter at all even though it is pretty cost efficient it isn't worth it if you are not gonna climb.

This month I used mostly the same cards and got stuck at Rank 9 a bit (currently Rank 6). It still performs pretty well at Ranks 20-10. If you want to climb you have to play smarter now. There will be more games where you are unable to do anything against Tempo rogue and Razakus Priest, but playing correctly against them will win you games you wouldn't have otherwise.

I'm having trouble climbing the ladder with this deck as a F2P player. I haven't gotten above rank 16. Please help me.

Hunter is just so ridiculously more cost efficient than other classes at low dust levels.
Only secret mage compares to it. And I wouldn't consider recommending secret mage for top level play either.
But other than these 2 decks anything vaguely strong has at least 2 legendary cards + a few epics that are core to the deck strategy.
