I do not believe these numbers are updated dynamically. They're fixed from season to season and probably for a lot longer. Legend last month read 0.25% just as it has for months, despite many more players being there due to the introduction of rank floors.

I'm not sure the numbers are updated dynamically or different from season to season, either. Mostly meant that we do not need to wait for end of season to know the % associated to a rank. And, as a by-product of this, co-operation from a lot of guys reporting their final results isn't really required, to fill the blanks and compile a full rank / % table. One might simply take a note of the top % for every rank he earns, from beginning of season to the end.
Well, OK, some co-operation may still be needed for the info at low and high end of the ladder, since not everybody goes r25 -> legend in a month but you know what I mean, right?
However, since you mention this, I noted a discrepancy between what was gathered so far and a "live" result. Someone reported r11 to be top 15%, but I checked today and it said top 12% for same rank. Honestly don't know if it's an error on either side, or a sign of dynamic update on the current season. Will need to investigate further.
As for Legend being top 0.25% for months, yes, that could be explained with static data but I wouldn't rule out dynamic updates based solely on that. As discussed earlier, even if more players hit legend there's also been a growth in player population, so the % might have stayed the same... or might have changed a little, but not enough to mark a difference after rounding up/down is applied. For example, if they go by 0.05%, both 0.23 and 0.27 (or anything in-between) would be presented as 0.25.

I actually find it humorous that people spent "1,000's of hours" getting to Legend when I can just net-deck and do it for maybe 10-20 hours a week.
But hey, it's your time. Do what you want with it!

Anyway, guess you're referring to the Lifecoach interview? If so, keep in mind that if it weren't for people like him, spending so many hours in the game, you wouldn't have many good decks to netdeck, so you might at least feel grateful to them ;)
